Summary:

The Scheduler/Program Analyst prepare Integrated Master Schedule (IMS) products in accordance with industry best practices utilizing the Microsoft Project tool and Atlassian Jira software. The Scheduler/Program Analyst ensure that schedules are resource-loaded; contain predecessors/successor relationships; depict a critical path, align with the program/project work breakdown structure (WBS); and indicate status of each task for the Navy Maritime Maintenance Enterprise Solution - Technical Refresh (NMMES-TR).

Duties and Responsibilities:

* Manage and maintain a WBS-based IMS for programs/projects through utilization of the Government Furnished scheduling software
* Participate in IMS reviews of risks and issues in coordination with the technical lead, deputy program manager and functional and PMO government teams
* Coordinate with the Scrum Master and program team with respect to maintenance of the IMS by providing input and maintenance of the IMS as required
* Collaborate with the team in determining the impact of proposed changes to project schedules, project operations, resources, software configurations, and modifications
* Review all outputs of draft/final schedules for completeness and technical accuracy
* Manage schedule and coordinate tasks amongst Integrated Product Teams (IPTs)/Working IPTs (WIPTs)
* Ensure each program/project IMS encompasses all deliverables and resources required within the scope of the project
* Ensure dependencies are properly integrated into the IMS and that a critical path can be identified
* Ensure activities are included for all disciplines and support functions
* Ensure inclusion of all program documentation requirements
* Relate schedules to the Work Breakdown Structure (WBS) clearly defining when all tasks start and finish
* Manage and maintain the portfolio of GFEBS program/project IMSs as the day-to-day tool for planning, executing, and tracking program technical, schedule, and cost status, including risk mitigation efforts
* Manage and deliver weekly IMS status reports
* Manage scheduled activities to complete program or project objectives
* Submit Schedule Management project deliverables upon Government request
* Execute an agile development process throughout the system's life cycle
* Develop documentation to capture the agreed upon design and detailed level information during spring cycles
* Apply review gates and criteria to assess the maturity of the technical effort that need to be captured on a schedule and tracked continuously
* Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

* Bachelor's Degree required
* Master's Degree preferred
* 3 years of relevant experience
* 3 years of experience in developing and maintaining an IMS for a large software or other DoD program
* Secret security clearance required

Knowledge, Skills and Abilities:

* Microsoft Project Certification preferred
* Atlassian Jira experience preferred
* Strong communications skills (both written and oral)
* Strong customer service and excellent interpersonal skills
* Ability to listen and understand what is being described by the end user as well as the ability to explain problem resolutions when necessary
* Ability to work independently without direct supervision or guidance
* Ability to meet minimum security clearance requirements

* The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.
* During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
