UW Medicine's Information Technology Services (ITS) department is a shared services organization that supports all of UW Medicine. UW Medicine is comprised of Harborview Medical Center (HMC), Northwest Hospital & Medical Center (NWH), Valley Medical Center (VMC), UW Medical Center (UWMC), UW Neighborhood Clinics (UWNC), UW Physicians (UWP), UW School of Medicine (SOM) and Airlift Northwest (ALNW). In addition, UW Medicine shares in the ownership and governance of Children's University Medical Group and Seattle Cancer Care Alliance (a partnership between UW Medicine, Fred Hutchinson Cancer Research and Seattle Children's). ITS is responsible for the ongoing support and maintenance of the infrastructure and applications which support all of these institutions, along with the implementation of new services and applications that are used to support and further the UW Medicine mission.

The Clinical Trials Management System (CTMS) is a cross-institutional collaboration of the Seattle Cancer Care Alliance, Fred Hutchinson Cancer Research Center, and the University of Washington. The CTMS is a clinical research administration business system which contains information on research study protocols, subjects, visits, procedures, and billing information. It has interfaces with Epic for demographics and routing of charges.

The CTMS application software is named OnCore and the vendor is Forte Research. The software is installed and maintained on UW Medicine systems and managed by the Research IT team. The Research IT Enterprise Applications Analyst ('Analyst') is responsible for support of the CTMS application and its users. The position will work closely with the other members of the Research IT (RIT) team, ITS, CTMS partners' IT teams, the CTMS Program Office, and the CTMS vendor in business process and technical analysis, requirements gathering, system design and build, testing, troubleshooting, and advanced support. In addition to CTMS application support, the Analyst provides support for other RIT applications including, but not limited to, Forte EDC and Epic Research.

The Analyst will need to have, or quickly learn, the general operations and functions of the CTMS system. The Analyst will apply their technical systems experience and skills to support and develop applications used by the CTMS customer groups. The scope includes providing technical development and support for the groups working with the CTMS. The Analyst will report to the Research IT Enterprise Application Manager and is responsible for support of systems, applications, and users of the CTMS in a wide range of clinical specialties. The Analyst will also provide cross-institutional integration ETL programming with CTMS partner dashboards and applications. This programming will span multiple database technologies (i.e. Oracle and SQL Server) and operating system environments (Windows and UNIX). The Analyst will need to understand the needs of three separate institutions and fashion solutions to meet their requirements and will need to become proficient in the API of the OnCore product.

The successful implementation, maintenance, and support of a modern CTMS offers substantial financial, regulatory, and operational benefits to the partners, which are the University of Washington, Fred Hutchinson Cancer Research Center, and the Seattle Cancer Care Alliance. However, the workflow processes and systems to support the efficient and accurate conduct of this business are not consistent across the institutions, nor necessarily within the institutions from study to study. Accuracy in billing of clinical activities to either a patient's insurance, or to the study trial sponsor or grant would entail significant manual intervention and re-work to ensure compliance and avoid penalties if there were not a CTMS application. Reporting, both external and internal, would be difficult to produce and as a result there would be poor visibility to the status of clinical trials and their performance, if there were not a CTMS application. Much of the data for clinical trials research is in "silos" in the studies themselves, and the CTMS application enables the consortium to view this information as a whole.

Responsibilties include:

Requirements Gathering, Analyzing, Designing, Building, Supporting, and Monitoring (50%)

Obtain a thorough understanding of all aspects of the OnCore CTMS application in order to analyze, design, build/configure, validate, implement, and provide ongoing maintenance for all tools and system functionality.

System administration for other systems as needed (i.e. Epic Research, Electronic Data Capture, IDS system, etc.)

Perform system configuration/development changes necessary to develop and/or maintain the application.

Maintain system and application tables in production, test, and training environments.

Assist in providing functional expertise to optimize the design, configuration, and development of system(s).

Monitor system outputs for integrity and error identification.

Perform problem resolution including analysis and troubleshooting for application issues.

Create and document custom scripts to automate routine computer operations and configurations.

Coordinate and maintain issue tracking, internally and with vendor.

Work with CTMS partner organizations to identify and document technical and business requirements for new applications, system changes, workflow changes, and other system design specifications while maintaining team standards and allowing for sustainable long-term maintenance.

Provide supportive and positive mechanisms for reporting application and system deficiencies, and facilitate reporting of suggestions for system improvements.

Act as a liaison and/or facilitate communication between users, the business office, ITS System Administrators, other Analysts/Programmers and Vendor, as appropriate.

Work with user groups to provide diagnostic assistance, resolutions to questions, and problem direction. This includes assisting user groups with filing of issue and problem reports, and routing system problems to ITS.

Track and prioritize SDM tickets, performing analysis, troubleshooting, and resolution of application problems in a timely manner to meet established Service Level Agreements.

Maintain clear and consistent communication with all levels of user groups regarding changes to systems.

Ensure service requests are completed in a timely manner to the satisfaction of customers. This responsibility requires coordination with all resources needed to accomplish the request either directly or through delegation.

Create and maintain a service-oriented relationship with customers at all levels of the organization.

Follow required UW Medicine change control processes to ensure proper approval, coordination, and communication of systems changes.

Report Development (25%)

In collaboration with CTMS Business Office staff, develop tools and/or collaborate using various tools to write custom reports for users and leadership.

Identify and analyze the legacy databases, project data, and reporting needs of the three institutional CTMS partners for current and future needs.

Evaluate and implement management requests for information to generate reporting requirements.

Evaluate and analyze data for accuracy, security and accessibility through regular consistency checks and error correction procedures.

Process/Procedural Administration (10%)

Analyze current and proposed business practices.

Recommend new process improvements.

Evaluate possible vendor solutions and system products.

Act as a technical resource to UW Medicine staff by anticipating and identifying educational, procedural and functional problems associated with the implementation of all new applications.

Meet with customer to identify system needs.

Set appropriate expectations of customer requirement fulfillment.

Lead cross-functional project teams.

Provide functional expertise to optimize the design and development of systems.

Demonstrate, evaluate, and test prototype and production systems.

Validation/Test (5%)

Act as a liaison between systems to ensure data integrity and information flow.

Assist in the requirements gathering, development, and testing of system interfaces.

Highlight issues relating to system integration points between other applications or interfaces.

Document current and proposed data flows within applications and between peer systems/interfaces.

Participate in computer system validation activities.

Test system changes and assist with development of test plans for usability, performance, and adherence to standards.

Participate in the validation process in the test management system (e.g., HP ALM) which includes verifying requirement coverage, authoring test cases with input from project team/business office, peer systems, executing test cases and generating defect reports.

Projects (5%)

Perform project tasks as applicable.

Responsible for the successful completion of assigned project tasks.

Test assigned configuration and/or development tasks for usability, performance, and adherence to standards.

Coordinate and participate in sub-projects.

Report progress on assigned tasks to project manager.

Track detail status of each task.

Perform and report results of application and system testing.

Organize and track detail of application and integration testing.

Create project documentation, including monthly status report to stakeholders and sponsors.

Follow required change control processes to ensure proper approval, coordination, and communication of project tasks.

Communications and Support (5%)

Provide weekly project time tracking and status reports.

Provide regular status to management, customers, and stakeholders.

Act as a backup for other Application Support team members and functions, as needed.

Primary contact for technical collaboration and troubleshooting with external vendors.

Coordinate system or application upgrades with external vendors.

What you'll bring to the table: (minimum requirements)

Bachelor's degree in Computer Science or equivalent combination of education/experience.

2+ years experience must include the following:

Ability to work through complex multilayered problems to develop cohesive and well-constructed solutions.

Ability to develop all tiers of a software/web product (i.e. front end, middle tier, and back end) utilizing both Windows and UNIX technology stacks.

Familiarity with Oracle and SQL Server database programming.

Experience juggling multiple system instances/environments (i.e. test, training, development, and production).

Understanding of enterprise change control processes.

Successful candidates will also possess:

Strong interpersonal and communication skills and customer service principles.

Interest and aptitude in information technology.

Ideally, you'll also have: (desired skills and experience)

Experience and familiarity with JAVA, PL/SQL, and Jaspersoft Studio.

Experience working with multiple APIs.

Background/certification in Epic practice management systems such as Research, ADT, Registration, Scheduling, Referrals, HB, PB.

Prior experience in an academic research environment with experience comprehending and implementing clinical research protocols utilizing human subjects; emphasis on prior experience as a clinical research coordinator or other study team support professional (e.g. CRA, Regulatory Coordinator, Data Coordinator etc)

Recent experience with formal project management methods.

Familiarity with IT practices and software development lifecycle.

What are some of the other tidbits that you might want to know?

The individual in this position is expected to work normal daytime hours. However, significant off-hours and weekends may be needed to resolve problems and during implementation and maintenance activities. This individual is also expected to be available for call on a 24x7 basis as needed.

Because of the physically separated sites for UW Medicine, this position requires the ability to quickly access sites, using personal means of transportation. Travel to/from includes, but is not limited to, UW Medical Center, Harborview Medical Center, Northwest Hospital, downtown Seattle, UW Neighborhood Clinics, and other facilities which are affiliated with UW Medicine.
