We are seeking an experienced a Requirement Analyst / Tester / Data Governance Lead to join a diverse team providing software and systems engineering. The ideal candidate will bring a diverse background in software engineering, testing and data governance processes.

This position will be a client facing Requirement Analyst / Tester / Data Governance Lead who has a strong grounding in IT, including requirements, data governance, and testing. The environment consists of a data hub platform containing administrative management data from structure sources including, but not limited to, human resources, facilities, identity management, and budget. The scope of this work includes connecting the existing Business Intelligence and Data Visualization software to the new data platform and revising the existing reporting content to properly work using the migrated data in the new platform. In addition, this will include adding new data sources to the data hub.

Required Qualifications

Responsibilities/Duties:

* Participate in enterprise data governance agency activities.
* Participate in data stewardship discussions and decisions around business glossary definitions and business rules applied to data within the enterprise analytics platform.
* Use data governance tools to classify, tag, and catalog data.
* Document metadata and review lineage information for data that passes into and through the analytics platform.
* Prepare and deliver materials for data governance committee review.
* Develop and deploy data quality scorecards/dashboards.
* Investigate, diagnose, and resolve data quality issues.
* Participate in requirement discussions to document, analyze and translate functional and non-functional business requirements into project specifications, business process diagrams and workflows.
* Maintain requirements traceability and document change requests.
* Analyze existing business process to identify gaps and areas of improvement.
* Create or update project deliverables, artifacts and technical specifications in accordance with client requirements.
* Assist the team with troubleshooting problems and developing recommendations/solutions
* Support quality assurance and UAT activities.
* Collaborate with stakeholders and team members to ensure requirements are well understood and that system design, test plans and test strategy are optimal.
* Plan, design, document, evaluate, and execute test cases and test plans for Functional, System, Regression, and Section 508 Compliance testing.
* Establish and maintain test data.

Required Skills:

* 8+ years data quality or similar level data analysis experience required
* 8+ years SQL experience required
* Proven communications skills in writing and presenting
* Strong understanding of database and data structures.
* Understanding of privacy laws and regulations.
* Experience with business process re-design or business process re-engineering
* Experience working in an agile development environment
* Experience working in a cross-functional team environment
* Considerable hands-on experience executing manual or automated testing
* Experience testing software for Section 508 compliance a plus
* Experience writing test documentation such as Test Plans, Test Scripts and Test Reports.
* Strong analytical skill and mindset, with research, problem solving, and troubleshooting abilities.
* Ability to analyze/interpret test results and provide recommendations to improve testing.
* Very strong organization, multi-tasking, communication, and documentation skills.
* Resourceful and creative in solving problems and overcoming obstacles.
* Attention to detail and highly organized

Education / Certification Requirements:

* BS in Computer Science or a related Information Technology field / Master's in Computer Science, Information systems, or Computer Engineering preferred
* Agile related certifications (e.g., CSM, PMI-ACP) a plus
* Certified Data Governance Professional a plus

Clearance Requirements:

* Must be able to obtain and maintain a Public Trust Level 5 security clearance.
* Must be able to pass a Background Investigation
* Must have resided in the U.S. for a minimum of 3 of the prior 5 years.
