Proposal/Project Manager (Capture Management)

Description of specific Duties in a typical workday for this position:

* Leads, oversees, develops and supervises proposal teams in creating and delivering winning proposals that comply with solicitation requirements, clearly convey value propositions and manages process activities including developing work plans, schedules, cost, resource planning and milestones and comply with standard processes.
* Develops detailed project plans, provides leadership in creating, reviewing, and improving the level of excellence in proposal artifacts, delivering input and advisement that enables our proposals to separate the company from its competitors and manage project execution to ensure adherence to budget, schedule, and scope.
* Performs capture management duties such as development of customer management campaigns, competitive assessments and gap analysis, win strategy development and execution, solution development, crafts proposal strategy, develops presentation material for executive reviews.
* Understands our Government and Commercial client's IT needs, the technology trends in the market, thoroughly understands out capability and tie that back to the client's IT requirements. Develops, maintains, and advances federal agency customer and potential partner relationships through contacts and interactions to promote the company.
* Ability to choose right technical solution for the Public Sector client and manage an entire project team who works together to describe the solution in a written format to the client.
* Leads the capture and proposal bid/no bid reviews for all pursuits. Cultivate and leverage network of government and industry contacts to support business development/capture activities.
* Prepares and organizes gate reviews and proposal phase reviews and reviews Government's Request for Proposal (RFP) which is a highly technical document detailing the client's IT requirement.
* Prepares plans for the proposal development phase of the opportunity, working closely with the proposal manager in the development of the executive summary and other key proposal summaries.
* Prepares and leads color team reviews to produce quality client products and actionable feedback.
* Establishes proposal development schedule and coordinating and facilitating proposal strategy meetings to refine value propositions, solutions and approaches.
* Creates compliance matrices and proposal templates to provide clear instruction on required artifacts to the proposal team.
* Maintains proposal and project compliance with solicitation requirements, internal controls, external regulations, and sales methodology.
* Updates project plans, manages information technology projects, and monitors and tracks project milestones.
* Confer with project personnel to identify and resolve problems.

Position Requirements:

* Education: Bachelor's Degree from an accredited college or university in information technology, information systems or a related specific specialty, business administration, marketing, management or a related specific specialty, communications, english or a related specific specialty, and 4-7 years of relevant experience.
* If the candidate does not have the minimum degree level in information technology, information systems or a related specific specialty, and instead possesses a degree in any of the other listed areas, then the candidate must also possess at least 4-7 years of progressive experience in information technology, information systems (or in proposal development within those fields) or a related specific specialty sufficient to produce a relevant equivalency.
