Job Description

We are actively looking for a Project Support Manager, to assist Project Managers and their teams, by providing project support services for all aspects of a project from start-up to closeout. This includes project staffing, collaborating with Project Manager to develop the project schedule for design-build procurement, establishing project databases, ensuring that the project software is client compliant, conducting weekly project meetings, and maintaining good client relations. This role will be located in our NY City office, and this position is a critical role, with impact on our procurement activities, which will include responsibilities to Create all Risk Allocation Matrices, review NYCDOT processes and procedures (including technical manuals), to identify components that need to be adjusted to fit the design-build model and reviewing existing NYSDOT procedures and standards to identify processes that are acceptable to NYCDOT.

The position will transition from the initial design-build phase onto the Procurement team and focus on creating Performance Specifications for technical requirements and then onto administering the competitive scoring process and administration of the design-build contract.

SPECIFIC RESPONSIBILITIES:

Develops project database structure, ensuring that software is compliant with client's needs. Tests new software enhancements prior to their implementation. Troubleshoots problems as required. Provides software training to both project and client personnel.

Working with the owner, establish a City-wide contractual Risk allocation strategy to be used as guidance for design verification and contract performance specifications.

Develops and maintains project design-build schedule. This schedule will initially focus on the initial design/contract assembly stage. Ultimately - the responsibility will progress into design-build administration.

Participates in the interview and selection process, including making hiring recommendations. Makes staffing assignments in accordance with schedule requirements.

Review New York City's contractual processes and procedures and identify areas that need to be adjusted to accommodate the design-build process. Work with NYCDOT in creating new processes and procedures when requested. When no change is possible - work to adjust the contract language for design-build to accommodate the NYCDOT process.

Oversees establishment and maintenance of safety plan and QA/QC plan. Develops other project documents, processes, and procedures required to support quality control and final project deliverables.

Chairs weekly job meetings; prepares and submits summary of project progress and pending issues to Project Manager.

Work with technical leads and lead the effort on drafting specific contractual performance specifications for the technical design. These performance specifications must allow maximum design-builder flexibility while ensuring the desired performance characteristics of the owner.

Review New York State Department of Transportation (NYSDOT)'s design build contract and guidebook. Identify best practices to potential inclusion by NYCDOT.

Submits monthly reports to client, and responds to client issues and expectations.

Assists Project Manager in pricing and negotiating changes to the scope of work with the client and subcontractors. Executes all contract change orders

Oversees development and submission of client invoices and monitors client's account receivables.

Monitors weekly overhead charges and recommends corrective adjustments to control overhead in compliance with the business plan and sound business practices.

EDUCATION/EXPERIENCE:

4-year degree in Business Administration, Engineering or related field and 5-8 years of related work experience in project engineering, project controls and project support of Heavy Civil Infrastructure projects.

Experience understanding and managing the change order process for projects, and experience with cost estimates required.

Must have understanding of the design process for complex civil projects

Design/Build experience preferred

SKILLS/COMPETENCIES:

Proven ability to perform in a lead capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and company policies and procedures are required. Must also possess a thorough knowledge of project-related software and the ability to train others in its use.
