We are currently seeking a Project Manager with Scrum Master for a proposal effort supporting USDA Food and Nutrition Service. While this is mostly a remote position, we ask that this candidate be relateively local to the Washington, DC area for frequent on-site client meetings. The Project Manager would be responsible for leading on a small, highly-motivated team focused on Drupal 8 project. The Project Manager will be accountable for the entire project lifecycle, including roadmap planning, sprint planning, sprint review, and release management.

Responsibilities

* Establish appropriate communication channels between various project stakeholders, provide routine status reports, and conduct meetings to keep team updated on all project activates and any risks/issues.
* Anticipate stakeholder needs and work with Product Owners to successfully manage change in project scope, schedule, budget and personnel.
* Manage Scrum team and apply Scrum principals, practices, and theory to development activates
* Collaborate among Product Owner and team for release and sprint planning, users stories, backlog grooming, user testing, and retrospectives
* Capture, monitor, and review team velocity for Scrum teams to drive continuous improvements and high quality performance

Qualifications

* Bachelor's degree in engineering, computer science, or related field, or equivalent work experience
* 5+ years experience managing and supporting complex IT projects and financial portfolios
* 3+ years experience working on Agile projects using Scrum
* Experience using CMMI Level III or other QA best practices
* Experience with Microsoft Project Professional 2010, MS SQL Server, Atlassian JIRA and Confluence
* Extensive leadership experience and strong teaming abilities
* Certified Scrum Master a plus
* MBI Public Trust Clearance preferred
* US Citizenship required
