Project Manager II

The Project Manager II (PM II) will focus on the support and execution of initiatives managed within the Project Management Office (PMO). Keys to success in the immediate term will be to bring focus and leadership throughout the project life cycle of medium to large scale initiatives. Will work to develop sound project plans, expedite execution, coordinate key resources, facilitate and manage project logistics, and provide transparency of project information to stakeholders. In addition, the PM II will serve as SME on PM methodology best practices.The nature of the PM II role is to demonstrate mastery of the PM methodology and skill set through independently leading complex initiatives with minimal oversight, while mentoring and cultivating the skills of junior PMs. Will collaborate with all areas of the business to ensure timely and accurate execution of projects while managing risks, changing priorities, project scope, and communications.

Significant Points

This position will report directly to the PMO Director. Indirectly manages changing and remote project teams for purposes of project execution. Has specific oversight of project team's deliverables; projects range from software-development efforts to system support and infrastructure to contract compliance and security initiatives. Must be clearable; may require security clearances on multiple contracts to perform certain duties as needed. This position has the possibility of being remote. Occasional travel may be required.

Nature of the Work

* Independently lead medium to large scale initiatives related to core objectives through Initiation, Planning, Execution, Control and Closure. Drive efforts to accomplish project objectives including project tasks, process documentation, testing, training, and deployments. Drives behaviors toward the attainment of successful project completion.
* Provides leadership and facilitates task execution for mission critical project management efforts among and across all divisional lines.
* Establish project plans to include schedules, training plans, testing plans, deployment plans, etc, and prioritize tasks while managing dependencies, communicating progress and issues to upper management/key stakeholders.
* Accountable for all documentation related to project implementations; ensures requirements and plans meet appropriate level of detail and are written in a manner to secure understanding from respective stakeholders.
* Act as liaison between IT, Finance, HR, and other business audiences; interface with business leadership during project lifecycle. Ensure key requirements have been gathered and scoped appropriately.
* Coaches and mentors junior PMs and Business Analysts within the PMO group to amplify surrounding skill-sets and contribute to the continual improvement/development of PMO resources.
* Maintains relationships with all members of the PMO staff and functional organizations; is cognizant of project impacts on any aspect of other initiatives and visa versa.
* Enforces broad-based governance of change management while balancing project continuity. Assesses and tracks all change requests to evaluate project impacts; seeks/obtains buy-in from appropriate decision makers.
* Utilizes influencing prowess to overcome objections that hamper the implementation or execution of critical project efforts; overcomes obstacles by partnering with business leaders to manage risk and define realistic mitigation or solution strategies.
* Performs other related duties as required.

Requirements and Experience Qualifications

* Business degree (preferably with some technical concentration, specifically MIS or IS) and 5-8+ years of post-graduate experience in a PM position (equivalent work experience may suffice for degree). Strong understanding of PM methodologies and best practices. PMP certification preferred.
* Strong leadership and organization skills, and an aptitude for executing deliverables
* Experience in managing projects supporting government contracts a plus, specifically related to web/system development, Certification and Accreditation (C&A) initiatives, infrastructure, and operational programs involving large scale rollouts/deployments.
* Experience in managing projects supporting ERP systems and related applications a plus; specifically Costpoint and ADP.
* Excellent communication, interpersonal, and presentation skills, with experience in providing crisp, insightful information to senior management and to cross-functional stakeholders/sponsors. Ability to present complex technical information to a non-technical audience.
* Aptitude for analyzing data and the ability to translate metrics into strategic plans.

Key Relationships

1. Coordinates with various functional departments such as IT, HR, legal, finance, business development and division heads on integration of new initiatives and current projects.

2. Contributes to the PMO in the continual improvement of policies, tools and strategies.

3. Interacts with project team to ensure efforts are aligned to a common objective.

Key Challenges

1. Directing projects that meet corporate and business unit strategies on time and within budget.

2. Expediting initiatives amidst ever-changing business requirements and organization priorities, while often having to fast-track or crash initiatives while maintaining continuity.

3. Optimally managing resources to ensure best-in-class quality and delivery of initiatives.
