Overview

The Project Manager provides support to Indian Health Services (HIS) and for the Resource and Patient Management System (RPMS). This position provides strategic and tactical leadership to help effectively execute and deliver key customer activities in single or diverse locations. The Project Manager - IHS RPMS ensures that all project goals and objectives are accomplished within the prescribed timeframe, budgetary parameters and to the customer's satisfaction.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Manages, plans and coordinates the full project lifecycle per contract specifications. Serves as a focal point, and provides guidance and expert support. Ensures the highest quality of services are met.

Maintains a solid customer relationship, and assures customer satisfaction with the successful execution of the project.

Manages contract to ensure deliverables are per scope, of high quality, delivered on time, and within budget. Proactively manages changes in project scope. Identifies potential crises, and devises contingency plans.

Interfaces with internal project teams, management, customers and suppliers. Maintains timely communications, and develops cooperative rapports with solutions-oriented approaches. Effectively communicates with CNI management, Contracting Officer Technical Representative (COTR), client team, and stakeholders verbally and in writing to maintain and improve Client Relationship Management.

Communicates project plans, objectives, timelines, schedules, job assignments, responsibilities and reporting relationships. Sets, manages and communicates project expectations and solicits manager feedback and input.

Standardizes best practices across all locations to the extent practicable to provide for consistency in performance.

Develops a proactive Quality Control Program for measuring and attaining quality of performance with a focus on continuous quality improvement and deficiency prevention. Maintains a Quality Control Plan (QCP) describing the Quality Control Program.

Performs overall project management and reporting functions. Implements industry best practices, project management tools and methodologies. Tracks project milestones and deliverables. Identifies relative quality standards, and ensures the highest quality of services are met.

Pays strong attention to cost and schedule management. Prepares periodic reports regarding status of contract schedules and budgets.

Exercises supervisory personnel management responsibilities. Develops program management competencies through training and coaching.

Performs a variety of complex deliveries. Effectively interfaces with senior customer officials, management and field operations.

Ensures compliance with all contractual requirements.

Serves as primary point of contact with government contract staff for reporting project status.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

EDUCATION / EXPERIENCE

Bachelor's Degree and a minimum of five (5) years of experience in direct management of IT programs or a related field. Experience in managing projects in the healthcare IT domain, development of custom software and implementation of COTS products. Experience in managing projects of Health and Human Services and specifically Indian Health Service is preferred.

CERTIFICATES / LICENSES / REGISTRATION

Project Management Institute (PMI) Project Management Professional (PMP) preferred

SCRUM / Agile Certified Practitioner (AGP) certification preferred

Possess or has the ability to obtain a Public Trust Clearance

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Knowledge of Enterprise Performance Lifecycle (EPLC) processes and templates used within Health and Human Services (HHS)

Working knowledge and understanding of technical design and portal aspects of SharePoint 2010

Exceptional organization skills with ability to effectively manage multiple projects and priorities

Excellent critical thinking skills with ability to identify, analyze and resolve problems / complex issues

Exceptional customer service skills and relationship-building skills

Excellent supervisory and management skills with ability to resolve conflicts, grievances, confrontations or disagreements in a constructive manner

Ability to plan and oversee projects through the use of project management software tools and methodologies

Skilled proficiency in developing process improvements and work instructions with ability to recommend viable solutions

Excellent verbal and written communication skills with solid presentation skills

Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals

Ability to work with the Federal Managers and abiding by all Enterprise Performance Lifecycle and Capital Planning and Investment Control policies and guidelines

Ability to communicate technical information in non-technical terms with business users and stakeholders

Ability to plan and oversee projects through the use of project management software tools and methodologies

Ability to interact professionally with team members, corporate management, and clients of all levels

Demonstrated ability to work under pressure and to meet tight deadlines

Ability to work effectively both individually and in a team environment

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professiona1journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
