Project Manager and Software Development Consultant

Background: The Inter-American Development Bank has implemented CONVERGENCE to manage operations (core business of the Bank). The Information Technology Operations Division (ITE/ITO) is currently looking for a Project Manager and Software Development consultant to join CONVERGENCE Team to participate in the coordination of support activities, implementation, improvements and both Functional and Technical decisions.

The team's mission: The Information Technology Operations (ITO) Team of the Information Technology Department is responsible for the Development and Maintenance of solutions for the IADB. The development of those solutions is a service that forms part of the standard service catalog of the ITE department and is available to all the departments in the IADBG.

What you'll do:

The selected candidate will:

* Identifies benefits, risks, and alternatives in proposed system designs and their impact on the interface with other systems and CONVERGENCE modules
* Coordinate the lifecycle of application changes, corrective and new functionalities, in area of responsibility.
* Coordinate the integration of CONVERGENCE with other systems.
* Identify and investigate options for developing and improving the platform, to achieve efficiency and robustness.
* Propose improvements in current processes taking in consideration the state-of-the-art in current technologies.
* Works closely with the vendor, user community, other CONVERGENCE Analysts, development team and other team members in the organization, on CONVERGENCE maintenance and support tasks, projects, and initiatives.

What you'll need:

* Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents.
* Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.
* Education: Academic Degree/level: Bachelor's Degree in Computer Science or MIS or related Business Discipline.
* Experience: Professional Experience: Minimum of 5 years of experience as .NET developer and functional support.
* Languages: Written and spoken command of English and Spanish.
* Desired technical Skills:
* 7 years of web-based software development in .NET technologies (WCF, C#, ASP.NET core 2.0 and above frameworks, .NET Web API, MVC, SQL Server).
* Experience working with Web-based Technologies MVC (Razor), JQuery, AngularJS, HTML5, CSS3, Bootstrap, understanding of client-side optimization techniques, asynchronous client-side coding.
* Experience working with Enterprise Integration Patterns (Enterprise Service Bus, REST, Web Services, XML technologies, SOA, BizTalk).
* Experience working with databases: SQL Server, Oracle, DB2, Stored Procedures, Triggers, ETL, Functions, Database tuning.
* Experience developing for SharePoint and Office 365.
* Experience with the implementation of X.509 certificates, Secure Socket Layer (SSL).
* Should have strong understanding of SDLC, and systems architecture concepts.
* Prior experience working as Lead Developer or Software Architect with Project Management responsibilities.
* Experience developing applications to cloud platforms Azure and AWS.
* Other desired technical skills:
* Experience with version control tools, such as Git
* Understanding of DDD, TDD and BDD and bounded contexts
* Experience with Responsive Web Design (RWD) patterns
* Desired competencies:
* Team worker, willing to collaborate and find new solutions and improvements.
* Communicate and collaborate with others to coordinate completion of projects.
* Strong problem solving and analytical skills.
* Willing to learn new technologies and try new techniques.
* Strong experience in full life cycle development projects
* Ability to adhere to schedules and project time lines and communication of issues/problems that may impact the ability to meet objectives.
* Ability to manage multiple tasks / projects and work under pression.
