Job Summary:

Provides technical assistance and support to multiple Department of Labor grants and other projects and programs. Collects, complies, and analyzes information relevant to these programs. Provides administrative and project support, in addition to communication efforts related to program management and execution. Ensures compliance with internal and external regulations. Develops monitoring system for reviewing project status. Perform analytical tasks to make sure the project is supporting its goals and objectives. Develops/Reviews work plans, prepares presentations, and supports other related program objectives and deliverables.

Serves as a go-between for the project manager and stakeholders. Gather, analyze, and communicate requirements and changes to processes, data entry systems, etc. It is critical that this position has a strong working understanding of project work with the stakeholders to make sure the project objectives are in alignment with the project and the data system that captures the work. It is essential to work with each local site to ensure that the people entering the data and working in the program understand the alignment between the outcomes and how to capture and use the data.

Accountabilities: PROGRAM/SYSTEMS SUPPORT

* Provides support to program manager and understands all functions relating to WIOA performance goals and operating standards, data management tools used by the sub-recipients, file structure maintenance, and verify eligibility determination, and data validation.
* Create and maintain a system for adding new software users, changing passwords, and access to the data and case management tools and serves as the liaison with the FHI 360 ISS/IT department to ensure correct access and setup.
* Supports program/project teams administratively and technically to provide high quality deliverables to clients.

TRAINING, PRESENTATIONS, AND COMMUNICATIONS

* Develops correspondence related to the position including letters, memos, e-mails graphics; develops, organizes, and maintains training materials, and provides technical support

and guidance for clients.


* Facilitates communication by answering partner inquires and monitoring project activities;
* Conducts monthly training and technical assistance to sub-recipients on the data management tool and serves as the "help-desk" representative for end users
* Creates presentations and reports based on data for the project; conducts trainings and
* presents at conferences and virtually when necessary


* Documents and shares project accomplishments, challenges, and lessons learned among
* internal and external partners

QUALITY ASSURANCE, DATA ANALYSIS, AND REPORTING


* Completes quality assurance and comparative data analysis. Tests reports and conducts audits to ensure accuracy of data entry. Pinpoints any anomalies and makes data corrections.
* Submit the grantee status report and access file databases to the Workforce Integrated Performance System (WIPS) on a quarterly basis directly to the funder.
* Collects, compiles and analyzes information relevant to the program. Evaluates and monitors project progress and examines key performance indicators.
* May provide administrative support to programs as needed by writing, reviewing, and translating reports on a quarterly basis.

Applied Knowledge & Skills:

* Knowledge of utilization and purposes of Management Information Systems; basic Windows operating system; current versions of standard software applications (Efforts to Outcomes, Microsoft software programs, other basic workforce systems and case management software); file formats; and databases; WIOA (Workforce Innovation and Opportunity Act), Equal Opportunity laws, policies, and regulations; standard clerical procedures and office operations, basic research techniques; standard types of office filing systems.


* Skills and abilities to maintain a database and management information system performing the following functions-
* access, store, and retrieve data, set up and maintain database files, produce a variety of reports from the database;
* operate standard office equipment;
* accurately prepare, create, edit, and design memos, reports, letters, presentations and other documents;
* communicate effectively both in oral and written form;
* organize and prioritize work;
* read, interpret, and apply rules, laws, and procedures;
* follow instructions;
* research and resolve inquiries;
* work independently;
* establish and maintain cooperative working relationships with program managers and administrators within the communities served by the grant


* Strong oral and written communication skills.
* Demonstrated proficiency with Microsoft Office suite software and standard data and case management systems.
* Ability to problem solve and recommend corrective and appropriate action to clients as needed.
* Strong organizational and attention detail needed to adhere to project deadlines.

Competencies:

Education:

* Bachelor's Degree or its International Equivalent - Knowledge/Information Services, Business, or Related Field.
* Project Management (PM) Certification preferred.

Experience:

* Typically requires a minimum of 3-5 years' experience with
* case management software, such as Efforts to Outcomes, or any other basic workforce systems case management software.
* Knowledge of WIOA (Workforce Innovation and Opportunity Act) and Equal Opportunity regulations, policies, and practices in relation to eligibility and data validation requirements preferred


* Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
* Must be able to read, write, and speak fluent English
* Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
* Prior experience using Microsoft Office Suite and Power BI Analytics

Typical Physical Demands:

* Typical office environment. Ability to sit and stand for extended periods of time; ability to lift 5-50 lbs.

Technology to be Used:

* Personal Computer, Microsoft Office (i.e. Word, Excel, PowerPoint, Power BI Analytics, etc.), e-mail, telephone, printer, calculator, copier, cell phones, PDAs and other hand-held devices.
* Case management data systems to include Efforts to Outcomes amongst others
* Project management software (Microsoft Project, Basecamp, JIRA, Asana, or equivalent)

Travel Requirements:

* 10%-25%
