Responsibilities/Qualification

Position Summary

Manages an advanced, developing program of large subsystems or small total systems, or production or logistics program for major total system. Requires developing and managing unprecedented program plans or delivery methods across derivative and distinctive products.

The program serves multiple customers and requires developing and managing unprecedented program plans across several subcontractors and several distinctive products. Program is contained at more than one major geographic location requiring coordination of technology and/or production across multiple domestic and/or worldwide locations. All normal business functions are represented by assigned employees. The program involves new, advanced technologies and applications are required that apply advanced principles, theories, and concepts across program requirements.

Contributes to the development of new principles and concepts to solve complex, highly innovative, and ingenious problems. Long-range financial forecast is for significant, aggressive future growth represented in numerous distinct developing products, components, systems, or subsystems that include derivative technologies (exclude follow-on business). Long-range forecast is unlimited duration and represents a key factor in the company's strategic business objectives.

May include firm-fixed price and cost plus contract requirements. Responsible for the cost, schedule, and technical performance of the company on assigned program from inception through completion. Manages technical and administrative staff and provides ongoing direction in the performance of the assigned program.

Develops and monitors program plan including time and cost estimates. Ensures project outputs are delivered on schedule and within funding.

Establishes milestones and monitors adherence to program plan and schedule, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications.

Prioritizes workload and determines staffing levels and any adjustments in staffing. Maintains a staffing level to ensure technical quality and appropriate experience levels are consistent with current and projected project activities.

Reviews reports and briefings prepared by technical staff for quality.

Leads technical discussions for project reviews. Prepares and delivers formal briefings.

Ensures that appropriate training is delivered to program staff.

Establishes and maintains effective relationships with customer, subcontractors and other outside agencies.

Acts as primary customer contact for program activities. Regularly meets with and updates the customer on project status. Leads program review sessions with customer to discuss cost, schedule, and technical performance.

Develops new business or expands business with the customer. Coordinates preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract. Participates in negotiating contract and contract changes.

Complies with quality assurance and security procedures in the performance of duties.

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor's degree in engineering, science or related technical discipline plus 12 years or Master's plus 10 years of experience in a technical position. At least 8 years of technical project management experience or Project Management Certification required. At least 8 years management experience required.

A minimum of fifteen (15) years of professional experience in the Defense acquisition process, program management, technical, or business management. Three (3) years of the experience must have been in the previous five (5) years, in support of Department of Defense (DoD) program management.

At least 8 years of technical project management experience or Project Management Certification and management experience required.

In some cases, educational requirements may be adjusted or waived for more than 26 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills, Abilities

Knowledge of U.S. Amphibious Assault Ships, crafts and systems associated war-fighting characteristics and capabilities.

Minimum of five (5) years supervisory experience.

Demonstrated knowledge of DoD program management, technical, or business management.

Demonstrated understanding of DoD program analysis support and has knowledge of DoD systems acquisitions in the technical or program area specified in task order.

Professional certification (Project Management Professional - PMP or equivalent) in areas of contract management, program or business management.

A SECRET security clearance is required at employment.
