SAIC is seeking a Program Analyst, Mid-Level (DoD Technology Protection) to join our team of qualified, diverse, and highly motivated individuals supporting the Office of the Under Secretary of Defense, Research and Engineering (OUSD(R&E)). The Program Analyst will support the Department of Defense (DoD) and the Committee on Foreign Investment in the United States (CFIUS) in the identification, assessment, and analysis of national security risk to the Defense Industrial Base (DIB) and the development, manufacturing, and sustainment of critical and emerging technology arising from foreign investment in the United States.

Work will be performed primarily at the Pentagon, the Mark Center in Alexandria, VA, and local company offices, supporting DoD, Research and Engineering (OUSD(R&E)), Department of Commerce (DoC), Department of State (DoS), and other Agencies. Travel will be required, 10% of the time, predominantly within the continental United States.

Primary responsibilities include:

* Support CFIUS cases sent to OUSD(R&E); track case progress, ensure completeness of review, and monitor outcomes; mitigate foreign ownership, control, influence, cyber penetration, and other exploitation threats to the US technology and manufacturing industrial base; implement the Foreign Investment Risk Review Modernization Act (FIRRMA), International Traffic in Arms Regulations (ITAR), and other related export control activities.
* Facilitate assessments of the confluence of technology concerns, business concerns, foreign involvement, and how that involvement might affect DoD modernization priorities, warfighting capabilities, technology advantage, and associated RDT&E investments, or otherwise compromise national security
* Enable technical Subject Matter Experts to provide insight on DoD technology concerns in evaluating foreign transactions
* Execute the initial screening of CFIUS cases and assign cases to SMEs for review
* Provide analytical and programmatic support to case managers and technology SMEs as they conduct risk based assessments
* Develop and maintain an office organizational system to facilitate rapid responses
* Consolidate feedback from multiple stakeholders
* Build working relationships within the DoD technology community and with interagency stakeholders

Qualifications

* Active TS/SCI clearance
* Bachelor's degree and 5 years of experience or 15 years of related experience
* Experience providing direct, customer facing support to a government client
* Technical/analytical background is required. The successful candidate should possess some combination of the following knowledge/experience:
* Broad working knowledge of DOD organization, acquisition system, programs, and issues
* Experience writing for and briefing senior executives/leadership
* Intra- and interagency coordination experience
* Strong analytical background
* Data analysis, statistics, and use of multiple customized databases
* Beneficial previous professional experience includes:
* National Security risk analysis
* Business intelligence
* Export controls
* Systems Engineering
* Excellent written and verbal communication skills
* Excellent customer service skills
* Knowledge of the DoD acquisition processes, policies, and guidance
* Knowledge of Office of the Secretary of Defense (OSD) organizational structures, functions, and communication protocols
* Knowledge of the Committee on Foreign Investment in the United States (CFIUS), OUSD(A&S)/Industrial Policy, Defense Technology Security Administration (DTSA), intelligence, counterintelligence and law enforcement organizations, interagency partners like DoC and DoS, and relevant policies, procedures, tools, and support services
* Proficient in MS Word, PowerPoint, and Excel

* Bachelor's degree in engineering discipline or related science, technology, engineering, and math (STEM) field
