Responsibilities

The DDG 1000 ZUMWALT is the lead ship of a class of next-generation multi-mission destroyers tailored for offensive surface strike. DDG 1000 and its two sister ships (Michael Monsoor & Lyndon B. Johnson) will provide forward presence, deterrence, and operate as an integral part of joint and combined expeditionary forces. DDG 1000 will employ active and passive sensors and a Radar suite capable of conducting area air surveillance, including over-land, throughout the extremely difficult and cluttered sea-land interface.

The Program Analyst (Mid) position will support the Naval Sea Systems Command (NAVSEA) Program Executive Office Integrated Warfare Systems (PEO IWS) 9 directorate, which is responsible for developing and integrating the ZUMWALT Combat System, including the Total Ship System and the Total Ship Computing Environment (TSCE). This is a career development opportunity for a mid-level candidate with experience to apply project management, systems engineering and acquisition related knowledge to the development, integration, fielding and maintenance of complex naval warfare systems from a program executive office/headquarters level of management.

Work is performed primarily at an off-site office location adjacent to the Washington Navy Yard (WNY) or on-site at WNY PEO IWS offices with the ability to travel periodically (estimated <10%) in support of PEO IWS 9 staff. The Program Analyst (Mid) will be responsible for the following:

* Provide PEO IWS 9.0 Headquarters support for enterprise DDG 1000 TSCE/Integrated Combat System efforts, including programmatic, technical, and limited financial monitoring support for the IWS 9.0 DDG 1000 Total Ship Computing Environment (TSCE)/Combat System Integration and Test efforts.
* Prepare high level program briefings, coordinate meetings, monitor schedules and coordinate across all applicable IWS Program Area Resource Managers (PARMs) to support and monitor a DDG 1000 Ship integration and test program and transition from development to fleet maintenance and modernization as the three ships of this class transition to the active fleet.
* Prepare and present executive level briefs for flag level meetings and senior executives as it relates to the DDG 1000 program. Interface with stakeholders and parties responsible for (or those that support) activities such as Program Manager Representatives (PMR), Engineering Configuration Control Board (ECCB) members, PEO Ships, Naval Surface Warfare Centers, NAVSEA 05, Combat System Port Engineers, SEA 21, PEO C4I, relevant PARMs who manage the various weapon and C4I systems being installed and PEO IWS stakeholder directorates outside of PEO IWS 9.0.
* Draft required technical and program correspondence, develop meeting agendas and records of discussion and other documents in accordance with standard formats and protocols.
* Support Program Objective Memoranda (POM) technical issue paper development and PEO oversight documentation/reporting, program management related documents, ensuring alignment with requisite stakeholders and program guidance/priorities. May require interface with ship's force or afloat staffs to ensure fleet requirements are addressed throughout development and lifecycle sustainment.
* Monitor status reports and maintain awareness with respect to activities relating to ship lifecycle program milestones and TSCE activation/modernization.
* Support Combat System Software Baseline developments and integration efforts. Monitor efforts between shipbuilder, Navy PARMs, and the Program Office (PEO IWS 9.0, DDG 1000 Integrated Combat System) to ensure schedules and milestones are kept.
* Assist to develop technical resolutions to complex technical problems that require combat system or subject matter expertise.

Qualifications & Clearance Requirements

Education, Work Experience, Skills, and Clearance:

* Four year college degree (prefer B.S. in engineering, technical field, scientific discipline or equivalent certifications) OR 10 years of Navy shipbuilding experience in lieu of degree.
* Excellent interpersonal skills.
* Superior organizational skills.
* Client/customer experience.
* Proficient in MS Office software suite.
* Ability to work in a team environment.
* Active Secret security clearance verifiable in JPAS or the ability to obtain an interim Secret clearance within 30 days of hire date.

Preferred:

* Ship combat system computing architecture/interfaces and cybersecurity experience serving on U.S. Navy combatant ships in a combat system related rating or junior officer billet OR at least two years serving in a program office, shipyard or field activity supporting the development or maintenance of U.S. Navy Combat Systems.
* NAVSEA Program Office experience and understanding of shipbuilding processes and schedules.
* Excellent oral and written communication skills.
* Familiarity with PEO IWS organization, NAVSEA Field Activities and PARM relationships.
* Self-starting and disciplined work ethic required for successful candidate.
* Demonstrated ability to multi-task and provide responsive technical support in a dynamic and complex organization/team environment.
* Knowledge of DoD Programming, Planning and Budget Process (POM development).
* Systems engineering expertise.
* DoD acquisition experience/knowledge and familiarity with the Federal/DoD Acquisition Requirements (FAR/DFAR).
* Project Management background/certification.
