MITRE's Center for Transforming Health is dedicated to improving healthcare through strategic and technology-based transformation. We advise federal agencies through all phases of the evolution of their healthcare transformation, from high-level strategic planning to program acquisition and oversight. MITRE is currently supporting multiple projects at the U.S. department of Health and Human Services including the Centers for Medicare and Medicaid Services, FDA, CDC, HRSA, AHRQ, DoD, VA, and other federal healthcare agencies. We have a need for systems engineers with strong strategic and analytical backgrounds and experience with healthcare clinical and business processes and information technology systems. The job requires a candidate who can leverage this experience to assess the "big picture" and develop and apply actionable strategic solutions that address complex healthcare problems.

Key Functions:

This position will require applying disciplined systems engineering approaches to public health challenges, including the ability to identify gaps in existing capabilities that are impediments to achieving key mission objectives.

Specific systems experience includes:

* Experience working as a trusted advisor to federal health agencies


* Demonstrating solid understanding of project management in the public health and/or clinical care arenas;


* Data analytics experience which may include predictive modelling, use of data analytics for healthcare delivery system assessments, and/or to meet other federal healthcare related data analytic needs;


* Strong public health research skills required


* Experience working with communicable or non-communicable disease data (e.g., viruses, infectious or chronic diseases)


* Experience analyzing data for public health needs, including use of statistical packages


* Knowledge and understanding of the interrelationship of business process and information systems applications.


* Knowledge of data management principles and processes and database development, which may include data quality systems, management and reporting systems


* Knowledge of the systems development life cycle


* Ability to distill and articulate technical and organizational approaches to meeting public health and/or clinical data needs


* Identifying user pain points through facilitating multiple stakeholder engagements, helping to transform user needs into system requirements


* Conducting data analysis, with good understanding of clinical and/or public health data sets


* Supporting design, development, integration and/or testing of systems or prototypes to advance public health initiatives


* Working collaboratively across multi-disciplinary teams, injecting a system engineering approach to solving sponsor problems



Minimum Qualifications:

* Doctorate Degree in some discipline within systems engineering which may include environmental, biomedical engineering, computer science, or information systems
* 15+ years of experience in data analytics and public health
* Excellent written and oral communication skills, including the ability to clearly communicate analyses and findings to various government and non-government stakeholders
* Ability to work with interdisciplinary teams
* Ability to create high quality work products with excellent attention to detail
