CACI International Inc. is looking for a Portfolio Manager/Domain Analyst with Army Headquarters experience located in Fort Belvoir, VA. A minimum of 10 years specialized experience is required and experience supporting the Army CIO/G-6 is desired. Additionally, 5 years specialized experience with proven success in Strategy and Portfolio management is a plus as well as Staff Action Officer experience.

The successful candidate will be responsible for the following:

* Analyze and articulate the requirements for governance of enterprise IT
* Provide recommendations that put in place and maintain the enabling structures, principles, policies, processes and practices, with clarity of responsibilities and authority to achieve the Army's mission, goals and objectives.
* Make recommendations for and conduct the activities of a strategic decision-making model for IT that is effective and aligned with the Army's internal and external environment and stakeholder requirements.
* Make recommendations for how to assess the effectiveness of the governance system for IT.
* Conduct trend analysis of the effectiveness of the governance system for IT. Make recommendations for resolving systemic issues.
* Embed critical elements of the Holistic IT Strategy into all elements of The Army Plan (TAP)
* Align to National Security Strategy (NSS), National Defense Strategy (NDS), the TAP, and to IT policy and guidance from the NDAA, OMB and DoD IT Portfolio Management (PfM) compliance criteria and guidance
* Integrate TAP Strategic Planning guidance into the Army Holistic IT Strategy
* Adjust and re-align Mission Area (MA) and Army IT portfolios to achieve the desired Army end state
* Identify strategic goals, objectives, and options for all Mission Areas
* Establish the Army Enterprise Architecture to reflect the Strategy and enable investment alignment assessments
* Continuously assess strategy achievement and gaps based on strategic performance metrics.
* Ensure planning and programming of sustainment resources is in place
* Plan, program and execute modernization and sustainment activities in accordance with current processes
* Provide recurring updates and status reporting against goals, objectives, and compliance criteria in SMS
* Define and document intermediate and end outcomes for all investments
* Identify and document critical quantifiable, qualifiable, and repeatable measures, dependencies and assumptions
* Track investment performance, status, compliance and strategy alignment against Army Strategic Performance Measures and investment-specific metrics
* Establish standardized and automated reporting formats and data requirements in SMS as the visualization layer and reporting mechanism for ITOC investment reviews
* Continuously assess the effectiveness of the ITOC Governance Framework and Integration Process Model and adjust as required
* Provide recurring updates and status reporting against goals, objectives, and compliance criteria in SMS
* Define overall scope of the benefits/capability assessment domain
* Conduct consistent and objective benefits/capability evaluation and measurement against quantifiable and repeatable criteria
* Conduct performance assessments to inform IT Strategy Development and Portfolio Planning
* Provide recurring updates and status reporting against goals, objectives, and compliance criteria in Strategic Management System (SMS).
* Translate the Holistic IT Strategy into an Army Enterprise Reference Architecture and/or Roadmap (with current, mid, target capabilities) for key capability domains and MAs
* Utilize the reference architecture to determine strategic options for institutional and operational MAs, Cross-Mission Area integration, Multi-Domain Battle, Joint/Special Operations Forces (SOF), and Coalition requirements
* Utilize the reference architecture to assess current and emerging IT investments, and to inform IT Portfolio Planning, Prioritization, and Management
* Coordinate with proponents, Domains and MAs, AROC, SPAR and ASARC representatives, and investment execution agents to ensure the request aligns with the Army IT Strategy, meets Army strategic direction, and does not duplicate ongoing IT initiatives
* Establish the target cross-MA investment mix based on the IT Strategy
* Coordinate with representatives of the PPBE/SPAR, JCIDS/AROC, DAS/ASARC, to establish linkage and obtain approvals/concurrences of requirements validation and resources availability
* Obtain DoD IRB Concurrence, as required; goals, objectives, and compliance criteria in SMS
* Provide recurring updates and status reporting against strategy, goals, objectives, and compliance criteria in SMS.
* Obtain feedback from PPBE/SPAR, JCIDS/AROC, DAS/ASARC, and resourcing agencies and maintain cross-MA master prioritized list
* Review and re-balance IT portfolios at Domain, MA, and at Army level to align with strategic direction, and to reflect decisions, determinations, and prioritization decisions based on available resources.
* Provide recurring updates and status reporting against strategy, goals, objectives, and compliance criteria in SMS.
* Assignment of solution development to an appropriate execution agent
* Execute End to End Architecture Integration and Cross-Mission Area and capability-specific architecture assessments to inform changes to Army Enterprise Architecture
* Conduct lifecycle acquisition, procurement, development, test and evaluation activities within standard DAS and applicable project and program management practices, and adjust plans as required based on performance.
* Provide recurring updates and status reporting against goals, objectives, and compliance criteria in SMS.
* Follow established materiel and services deployment processes and procedures;
* Execute training and transition activities for impacted systems and platforms as required.

* Must Have Active Secret Clearance
* Bachelor's Degree with a minimum of 5 years specialized experience is required and experience supporting the Army CIO/G-6 is desired.
* Additionally, 5 years specialized experience with proven success in Strategy and Portfolio management is a plus as well as Staff Action Officer experience.
