Responsibilities

WHAT DOES A PHYSICAL SECURITY SPECIALIST DO? As a Physical Security Specialist you will be required to frequently access sensitive but unclassified information. You will be responsible for accessing various studies, projects, and work assignments relating to the implementation, administration, and evaluation of the IRS emergency management and physical security programs ensuring the protection of employees, assets, operations, and information. You will make use of policy and technical knowledge in completing work assignments and projects. In this role, you will pro-actively identify program needs and independently initiate and perform a wide range of emergency management and physical security activities and projects.

As a Physical Security Specialist you will:

* Analyze, implement and maintain emergency management and the physical security safeguards for IRS employees, operations and information.
* Develop physical security policies, standards and procedures and provide technical guidance designed to protect Service personnel, facilities, property and other assets.
* Advise on complex security matters in order to resolve questions pertaining to appropriate cost-effective security measures, threats, conflicting requirements, budget/resources, and strategies for integrating appropriate security.
* Conduct safeguard reviews of state and local agencies and lock box reviews of banks ensuring they are complying with security policies safeguarding IRS data and federal taxpayer data and documents.
* Interpret national security directives for their relation to the security and emergency preparedness programs and formulate broad policy directions regarding the implementation of these directives.
* Plan, coordinate, implement, and evaluate complex emergency management and physical security projects including risk assessments, compliance reviews, identification media, maintenance service contracts, emergency management plans, and responses to incidents. Perform first responder functions, Incident Management, and other critical operational and emergency planning duties requiring access to sensitive security information and participation in classified conferences and meetings.

You must meet the following requirements by the closing date of this announcement.

GS-07 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes:

* knowledge of physical security concepts, policies, standards and practices; assignments which show completion of the following, or the equivalent:
* Assist in conducting security reviews in order to evaluate the effectiveness of the security program;
* Assist in performing basic risk assessments with a team; Administer less complex physical security programs (lock, key, combinations, separating employees' clearance); Assist with the performance of basic administration on security equipment contracts and associated budgets. OR You may substitute education for specialized experience as follows:

One (1) year of graduate level education at an accredited college or university in a field of study such as national security studies, information technology, criminal justice or management. OR Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

GS-09 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes :

* knowledge of physical security concepts, policies, standards and practices;
* assignments which show completion of the following, or the equivalent: Assists in conducting compliance security reviews in order to evaluate the effectiveness of the security program; Assists in performing basic risk assessments with a team; Administers less complex physical security programs (lock, key, combinations, separating employees' clearance); Performs basic administration on security equipment contracts and associated budgets. OR You may substitute education for specialized experience as follows:
* A master's or equivalent graduate degree in a field of study such as national security studies, information technology, criminal justice or management. OR
* Two full years of progressively higher level graduate education leading to a graduate degree in a field of study such as national security studies, criminal justice or management. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR

LL.B or J.D., if related

For Grades 7 through 11: You may also qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions

GS-11 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: broad knowledge of physical security concepts, policies, standards and practices. The assignments must have shown completion of the following, or the equivalent: Conducts compliance security reviews in order to evaluate the effectiveness of the security program; Performs less complex risk assessments and assists with large site assessments; Provides technical assistance to managers and employees to ensure security measures are met and to resolve security issues; Drafts written reports of findings from risk assessments, compliance security reviews and site surveys; Provides limited advice and guidance on budgetary requirements for security equipment and systems. OR

You may substitute education for specialized experience as follows: a Ph.D. or equivalent doctoral degree in a field of study such as national security studies, criminal justice, information technology or management. OR 3 full years of progressively higher level graduate education leading to a graduate degree in a field of study such as national security studies, criminal justice, information technology or management. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

* The experience may have been gained in the public sector, private sector or Volunteer Service . One year of experience refers to full-timework; part-timework is considered on a prorated basis.

In addition to the above requirements, you must meet the following, if applicable:

You must have been at the next lower grade level of the grade you are applying to for 52 weeks (time-in-grade requirement).
