Under the supervision of the PACS Administrator Level 2 or the Director of Radiology, manages the operations of the PACS systems at the local facility and potentially multiple facilities to meet the clinical needs of the managing medical images and referring physicians' expectations of receipt of diagnosis. Accountable for data management and monitoring of the Quality Assurance for multi-facility PACS systems (Radiology and non-Radiology) software and hardware as well as being responsible for the resolution of the exception reports, reconciliations of inappropriate or misfiled accession number issues, unread images and inappropriate MRN demographics, and secure archival images. Maintain system workflow and standards that adhere to Regional guidelines.

Essential Functions:

* Implements PACS initiatives and changing priorities with smooth transition to the film-less environment in a timely manner.
* Responsible for working in collaboration with KP-IT, KPHC and Biomedical Engineering in the planning, installation, execution, maintenance and support of PACS-related or PACS-impacted local projects.
* Assists with system changes for electronic transcription; software and hardware upgrades as well as training for pertinent system changes.
* Accountable for implementing and administering Northern California Regional Medical Image policies and procedures as it relates to the PACS systems goals and objectives.
* Accountable for establishing changes in workflow, communicating changes and providing quality assurance checks to ensure that standard practices are followed.
* Performs audits, gathers statistics and prepares reports for management and quality improvement for Radiology and non-Radiology PACS systems.
* Communicates with Physician Practice Groups and end-users regarding PACS operations and functions.
* Remotely troubleshoots and repairs PACS software related problems or issues upon request for areas of responsibility for potentially multiple facilities as defined by their scope of practice.
* Responsible for detailed quality data integrity and management for QA and local PACS reconciliations.
* Responsible for support of specific PACS systems such as Stentor, KinetDx, OIS, PACSScan and/or other PACS applications within their scope of practice.
* Responsible for providing training and competency testing to qualified Digital Image Librarian staff on exception reports, MRN demographic error reconciliation and other quality internal auditing processes.
* Defined by their scope of practice, may be responsible for supporting multiple facilities' PACS systems.
* Responsible for working in collaboration with KP-IT, KPHC and Biomedical Engineering in the planning, installation, execution, maintenance and support of PACS-related or PACS-impacted local projects.
* Responsible for local system support and training for local processes and implementation of software upgrades and peripheral installations per Regional guidelines.

Basic Qualifications:

Experience

* Minimum three (3) years of experience in business, organizational development, informatics or technology related fields required.

Education

* High School Diploma or General Education Development (GED) required.

License, Certification, Registration

* N/A

Additional Requirements:

* Computer and information data systems experience required.
* Database management and acquisition / implementation experience in a clinical environment preferred.
* Previous IT experience or LAN Administrator experience preferred.
* Knowledge of federal, state and local regulations that pertain to records retention, confidentiality and the release of medical records.
* Knowledge of medical terminology required.
* DICOM, HL7 Knowledge required.
* Strong verbal and written skills.
* Strong information technology and computer skills required.
* Training by vendor for regional on-call rotation work required.
* Must be able to work in a Labor/Management Partnership environment.

Preferred Qualifications:

* iSite PACS experience preferred.
* Voice Recognition software and hardware experience preferred.
* Associate or bachelor degree in business, organizational development, informatics or technology related fields preferred.
