Overview
The Oracle Database Developer provides support to the Food and Drug Administration (FDA), Office of Information Management and Technology (OIMT). This position designs, develops and implements database applications in an Oracle 11g/12c environments.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Implements and administers physical Oracle database architecture, including availability, server side accessibility, recoverability, reliability, security and performance.
Designs, develops and maintains processes and procedures for doing complex transformations and loads to a data warehouse.
Works hands-on with PL/SQL, Java scripting, PL/SQL, SQL*Plus, SQL*Loader, TOAD and UNIX shell scripting.
Designs, creates and maintains comprehensive database operational infrastructure involving crons, scripts, programs and jobs.
Creates and maintains the logical and physical data models, troubleshooting daily program problems to assist program users in accessing and manipulating computerized data, and analyzing and creating programs to streamline production jobs.
Provides support to the team in order to adhere to product and process compliance.
Works in an agile development environment and associated concepts.
Provides troubleshooting and debugging assistance to perform system analysis and issue resolution.
Responsible for aiding in own self-development by being available and receptive to any training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output. Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
EDUCATION/EXPERIENCE REQUIRED
Bachelor's degree in Computer Science or a related field of study and a minimum of five (5) years relevant IT experience, or equivalent combination of education / experience. Strong technical and functional experience in Oracle databases, PL/SQL, SQL*Plus, SQL*Loader, TOAD and UNIX shell scripting. Experience with complex XML files and data is required. Experience with documenting artifacts related to software development, performing unit testing and integration testing is required. Experience in code debugging, SQL tuning and performance optimization of PL/SQL programs.
CERTIFICATES / LICENSES / REGISTRATION
Ability to obtain a Public Trust Security Clearance
JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES
Working knowledge of SQL, PL/SQL, SQL*Plus, SQL*Loader, TOAD, UNIX shell scripting
Experience with Java preferred
Working knowledge of XML preferred, but not required
Proficient knowledge in data modeling, database schema and table design
Working knowledge and proficiency in SQL tuning and performance optimization of PL/SQL programs
Technical and functional experience in Oracle XMLDB is an advantage
Ability to prioritize tasks and to be self-motivated

MATHEMATICAL SKILLS
Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations such as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
LANGUAGE SKILLS
Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
