Job Description

This is a Technical team lead and management position within HHS IT Network Services. This position plans, assigns and oversees the work efforts of the HHS Network Teams; which evaluates, designs, plans and oversees the implementation of emerging network technologies including but not limited to network backbone (Layer 2 routing switches), Wide Area Network (MPLS), Ethernet LAN, and network security (Firewall, IPS, VPN, ESA and WSA).

Manages the activities, methods, procedures, and tools that pertain to the operation, administration, maintenance, and provisioning of the HHS network systems statewide. Responsible for availability of the HHS network environment and ensuring the future expansion of the network is consistent with enterprise standards and technologies specified in the technology roadmap. Functions of this position include assisting in the design, installation, and monitoring of the networks as well as recommending and evaluating potential network enhancements. This position performs advanced and senior level technical work, as well as serving in a supervisory capacity for the employees in that team. This position works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions:

(25%) Supervises HHS Network Teams including providing direction and guidance in strategic operations and planning, directing the daily tasks and activities of staff, communicating job requirements to employees and evaluating their performance after developing and building staff expertise through technical guidance, performance reviews, mentoring, succession planning, and application of other leadership principles. The position will have the authority to hire, fire, discipline according to HHSC policies, and approve leave for the Network team staff.

(20%) Manages and supports critical infrastructure systems including network backbone (Layer 2 routing switches), Wide Area Network (MPLS), Ethernet LAN, and network security (Firewall, IPS, VPN, ESA and WSA).

(15%) Analyzes existing procedures for efficiency and effectiveness. Develops recommendations for network systems, analyzes support statistics, and implements appropriate measures. Oversees the evaluation of various hardware and software resources to identify strengths, weaknesses and potential benefits to the agency. Develops recommendations for efficiency and potential areas of Network service optimization. Determines and directs the administration of Network Architecture software and hardware in accordance with industry best practice security standards and configuration management methodologies.

(15%) Assesses future requirements for equipment and capacity in support of long-range comprehensive local area network and/or wide area network plans as well as voice network systems.

(10%) Works with internal/external customers and/or agencies to provide Network system hardware and software installation and support. Determines operational, technical, and support requirements for the location, installation, operation and maintenance of Network Architecture solutions.

(10%) Documents operational and project material to be used by front line support personnel. Communicates Network Architecture related activities to technology and business areas including, but not limited to, include root-cause analysis and agency change control.

(5%) Performs related work as assigned.

Knowledge Skills Abilities:

Demonstrated aptitude for providing exceptional customer service in politically charged environments.

Excellent oral and written communication skills to share findings in an understandable and actionable manner, demonstrated with internal groups, partners, and customers.

Ability to communicate effectively, in multiple formats, with all levels of agency personnel, excellent interpersonal documentation skills are a priority

Ability to work in a highly collaborative environment

Relevant experience with managing and/or coordinating efforts related to an Enterprise program or service

Experience in managing large, complex technical projects

Experience with oversight of outsourced agreements.

Ability to build effective teams

Ability to adapt in a fast-paced environment and handle multiple competing priorities.

Familiarity with common LAN/WAN components (e.g., routers, switches, firewalls) and interconnections (i.e., WAN circuits of various technologies and capacities including T1, DS3, metropolitan fiber, etc.) ,and networking protocols within the TCP/IP suite.

Experience working with LAN/WAN design, implementation, and support in accordance with established Change Management procedures and in compliance with SLA's.

Capable of turning ambiguous problems into clear information.

Develop technical solutions for resolving complex information technology network management needs or problems.

Establish root cause of issues by engaging other internal/external entities.

Registration or Licensure Requirements:

Preferred Network Systems certification or equivalent

Certified Texas Contract Manager Certification (CTCM) must be obtained within 6 months after hire.

Experience in network systems administration work. Graduation from an accredited four-year college or university with major coursework in computer science, management information systems, or a related field is generally preferred. Education and experience may be substituted for one another.

Initial Selection Criteria:

Minimum of four (4) years of full time experience in a manager or team lead capacity. Must include at least two (2) years of experience in network systems design, implementation and managing operations for a large complex local and wide area network.

Proven experience with program management concepts and the ability to work with a diverse group of team members and collaborators.
