Responsibilities:
Assist Program Officers with reviewing, identifying and assessing emerging requirements, technologies, capabilities,
concepts and tactics of interest.
Assist in the development of alternative S&T project priorities, goals and objectives.
Assist in studies and evaluations of the strategic positioning of a portfolio of related ONR programs with respect to the investment mix and customer alignment, and conduct a sensitivity analysis of the portfolio.
Assist in studies and evaluations to assess technology affordability and develop strategies for technologies for
promoting the investment portfolio mix to better drive Navy and Marine Corps affordability.
Assist Program Officers in evaluating technical progress and plans in S&T programs, make recommendations for
coordinating, augmenting, changing emphasis of, or broadening scope of, S&T programs as a result of visits, attendance at meetings, and general surveys of relevant technologies.
Assist Program Officers in evaluating program/project planning, investment reviews, technology assessments, data
analyses, conference and seminar activities, and financial issues.
Support Program Officers in collection and management of S&T relevant information from HQMC, and OPFOR for use by Code 30 and provide information access in written and electronic form.
Provide meeting support for ONR participation in the S&T Alignment Group (STAG).
Provide technical support services and coordination of Integrated Product Teams (IPTs) and other purpose meetings, conferences and workshops.
Assist in analyzing, summarizing, and integrating information received from any source and prepare technical
assessment reports and briefings for Program Officers.
Prepare notes, assessments, speeches, technical journal articles, articles for industry-specific publications, and other
materials on various technical topics, as requested.
Qualifications:
Requires 10 to 12 years with BS/BA or 8 to 10 years with MS/MA or 5 to 7 years with PhD.
The candidate is required to:
* Possess either (1) a PhD from an accredited institution in a relevant field of study, or (2) a Master's degree from an accredited institution in a relevant field of study and eight (8) years of relevant work experience.
* Have published in a field relevant to the area of interest they are supporting.
Relevant field of study is defined as: Electrical Engineering, Mechanical Engineering, Software Engineering, Psychology, Physiology, Brain and Cognitive Sciences, Biology, Physics, Chemistry, Mathematics, Computer Science, Robotics, Autonomy or, Artificial Intelligence
Relevant work experience is defined as:
Demonstrated experience providing technical, engineering, analytical, and program management support relevant to the required areas of technical expertise corresponding to the area of interest the candidate supports.
Additional Considerations:
* Degree of technical productivity based on the number of publications, topic, type of publication, publisher, and publication date.
* Demonstrated ability to effectively communicate with government, military, academic technical experts, and senior-level government and military personnel (Specifically HQMC, OPNAV, NSW/SOF, and the OPFOR).
* Military experience (10+ years)
