The Air and Space Operations Center Weapon System (AOC WS provides the USAF with the strategic capability with operators at 22 global AOC WS locations providing command and control to aircraft through all of the Air Force's multiple critical missions. Currently, the Air Force is modernizing their AOC WS by providing a technological advantage in everything from security to actionable insight into the digital battlespace. Using software development best practices such as Agile and DevOps. IIS will integrate data from more than 45 disparate systems and applications that feed data into the AOC WSs. Raytheon's innovative 'Modernization through Sustainment' approach incrementally improves systems without interrupting critical missions. As part of this 'Modernization through Sustainment' strategy, the team will work with the Air Force to standardize, modernize, sustain and transform the 22 AOCs worldwide into interoperable net-centric AOC WS. The U.S. Air Force Materiel Command has awarded IIS a contract valued up to $375 million over six years to implement the 'Modernization through Sustainment' strategy for the AOC WS. Under this multi-year contract, Raytheon will update the existing AOC WS baseline software and develop and deploy new software upgrades to improve air and space command and control operations. In order to do this, Raytheon IIS is immediately recruiting to fill IIS positions to build a 15 to 20-person section for this highly collaborative effort. Work for the AOCP Program is performed at the Kessel Run Experimentation Laboratory (KREL) in Boston, MA, with potential for periodic travel to Hanscom AFB, other AOC Pathfinder locations, and/or some of the AOCs worldwide.

Job Description:

An opportunity exists within the Air Traffic Systems (ATS) Software Engineering Department for a Section Manager in our offsite location in Downtown Boston. The Air Traffic Systems Software Engineering Department is supporting the Air Operations Center Pathfinder (AOCP) Program both, as the hiring function and staff supporting function, for Raytheon software engineers assigned to the AOCP Program. The section members are located in an off-site, Air Force leased facility located at 1 Beacon Street, Boston, Massachusetts. The Section Manager will be collocated with the section members at the Kessel Run Experimentation Laboratory (KREL) facility at the 1 Beacon Street, Boston, MA, location.

The successful candidate will perform line management of 15 to 20 software engineers assigned to the AOCP Program and located in the off-site KREL office. The Section Manger has the primary responsibility of ensuring each employee has suitable work assignments within the AOCP Program and opportunities for growth and advancement. Section Management duties include performance development and appraisal, salary, man power planning, and ensuring adherence to company policies and procedures. As Section Manager, you will contribute significantly to the oversight of your employees in support of their work assignments and performance within the AOCP Program software development environment. Section Manager will also be responsible for resolving identified performance issues among the Raytheon AOCP staff.

To provide leadership to KREL section members we are looking for a Section Manager candidate who has skills and competencies in one or more of the following product domains:

Command and Control SystemsNetwork Integration, Testing, and TuningAgile/DevOps methods and toolsDevOps Team InteractionsSoftware development with continuous integration and automated test frameworks

Job Responsibilities:

Ensuring each employee has suitable work assignments and opportunities for growth and advancementContribute to the technical oversight of employees in support of their daily work assignmentsDrive performance development and appraisal process for the section membersSupport salary and manpower planningResponsible for ensuring section member's adherence to company policies, vision, values and goalsResponsible for communication of company and program informationResponsible for ensuring typical daily activities are accomplished in a timely manner: i.e. time card completion, location and status (PTO, on travel, etc.)Provide leadership for the DevOps processes being implemented in software development, continuous integration, continuous testing, and deployment on the AOCP Program.Enthusiastically support all aspects of the AOCP Program.

Required Skills:

Must have a minimum of 8+ years of experience developing software architectures for data intensive systems with a highly complex user interface. Must be a creative leader, self-starter, and good communicator that can thrive in a collaborative team environment using the latest Agile/DevOps practices and tools.

8+ years of Java programming and use of Java development frameworksAbility to seamlessly adopt Pair Programming and Test Driven Development methodsExperience in a functional or technical leadership roleAbility to work closely with section members to develop solutions that automate and improve AOC operational workflowPractical experience with Agile/DevOps, continuous integration and automated test frameworksExperience integrating software (modules, components, subsystems) and conducting system/software integration and testing of software products

* Strong oral and written communication and interpersonal skills
* Strong team-player
* Ability to coordinate with product and multi-discipline functional teams
* Extensive experience working directly with program customers and dealing diplomatically with program issues while solving difficult technical problems
* Be able to obtain a DoD security clearance


* Required Education (including Major):

Bachelor of Science in one of the following: Computer Science, Computer Engineering, Software Engineering.

Desired Skills:

Desired skills include 10+ years of domain experience with Command and Control (C2) systems and/or Operations Centers along with the following:
* Advanced degree - M.S. in one of the following: Computer Science, Computer Engineering, Software Engineering.
* Practical experience with Pair Programming and Test Driven Development methods
* Practical experience developing software for Command and Control Systems Product development in a multi-disciplined collaborative team environment
* Have an active DoD security clearance, either SECRET or TOP SECRET
* Location: The work for this AOCP Project is performed at the Kessel Run Experimentation Laboratory (KREL) in downtown Boston at 1 Beacon Street, Boston, MA.
