The Texas Health and Human Services Commission (HHSC) is seeking highly qualified candidates to fill the IT Strategy and Prioritization (ITSP) Manager position within Strategic Innovation and System Support (SISS), a division within Access and Eligibility Services (AES). SISS serves as the central coordination point for AES technology initiatives and is dedicated to creating a culture of continuous improvement by focusing on business process analysis and improvement, project management and governance, and technology strategy and prioritization. AES is driven by its vision to provide an integrated and streamlined approach to connect individuals to services and supports that reduce institutionalization, allow individuals to remain in their communities, and promote economic and personal self-sufficiency. Under the guidance of the Deputy Associate Commissioner of SISS, the ITSP Manager is responsible for leading a team that supports, analyzes, coordinates, and documents requirements for AES IT initiatives and technology roadmap that enhance the overall client and/or staff experience, reduce workload, improve efficiency, and increase overall capacity.

Essential Job Functions:

Create and maintain a work environment conducive to effective communication, collaboration, team building, and professionalism. Coordinates, communicates and connects stakeholders at all levels of the organization to support successful IT project delivery. Engages and builds strong and supportive relationships with all buisness partners including HHSC IT. Ensures alignment with AES strategic goals. (35%)

Provide overall vision, leadership and strategic direction for achieving the goals, objectives and mandates of the ITSP team including mentoring, coaching and staff development. Provide direction to staff and oversees day to day operations to ensure a high quality of services and quick resolution to problems. Manage unit's budget for effective and efficient utilization of resources. (25%)

Develop, manage, and report progress on assigned projects. Communicate continuously with AES business partners regarding accomplishments, status, risks, issues and decisions on assigned projects. Assist with defining project scope, defining requirements and supporting successful execution of IT initiatives. (20%)

Work closely with the AES Senior Leadership Team in making strategic technology recommendations regarding organizational impacts. Support the achievement of AES'strategic goals by taking a leading role in implementation of assigned projects. (10%)

Represents the division, or department at meetings, conferences, and seminars or on boards, panels, and committees. Acts as Project Manager for critical projects as needed. Facilitate meetings with AES stakeholders at various levels. Performs other duties as assigned required to meet the mission and goals of HHS and AES. (10%)

Knowledge Skills Abilities:

Detailed knoweldge of project management and risk analysis. Recent experience managing or participating on large-scale IT projects impacting multiple business areas and operations. Demonstrated experience engaging and managing relationships with business partners and stakeholders including diplomatic resolution of project issues and concerns. Excellent command of oral and written communications.

Candidate must have ability to lead and motivate staff to obtain a standard of excellence in their work and to foster an environment of collaboration and continuous improvement. Skill in interpersonal relationships and collaboration with peers and business partners. Ability to create an atmosphere of teamwork through open and participatory leadership, inspiring others to follow their example and being accountable for issues.

Ability and skill to facilitate meetings and articulate relevant technical processes and procedures. Ability to serve as the first point of escalation and communication.

Sill in analysis evidenced through critical thinking and the ability to clearly and succinctly articulate information in writing, orally, dashboards, and presentations.

Knowledge of state and federal lawas and regulations relevant to eligibility determinations for Health and Human Services Commission (HHSC) programs.

Has a proven track record in examining and improving operations and business procedures using rigorous logic and methods; capable of seeing hidden problems and looking beyond the obvious. Demonstrated ability to develop and adhere to standardized, consistent processes. Demonstrated ability to recognize opportunities for efficiency and integration; can simplify complex processes by increasing efficiency of resources. Is committed to continuous improvement through empowerment and management by data; is open to suggestions and experimentation. Demonstrated ability to work collaboratively and build strong relationships with staff.

Registration or Licensure Requirements:

Certified Scrum Product Owner, Certified Scrum Master, PMP, and/or knowledge of LEAN principles, Agile methodologies a plus. Initial Selection Criteria:

At least three years of experience within a public or private organization with demonstrated expertise in managing a diverse portfolio of IT projects including large-scale projects requiring engagement of multiple business areas. Graduation from an accredited four-year college or university with major course work in business administration, public administration, information technology, social work, management, or related field. Education may be substituted for experience on a year by year basis. Additional Information:
