L3 Technologies - SSG Program Manager Position Description

ROLE SUMMARY/PURPOSE

L3 Technologies, Space and Sensors SECTOR SSG, is looking for an experienced, talented Program Manager that will be Responsible for the planning and successful execution of all internal or customer funded development and production programs within boundaries of the negotiated cost, schedule and technical requirements to meet contractual and/or corporate commitments. The successful candidate will direct all phases of programs from inception through completion and coordinate and monitor cost, scheduling, pricing, and technical performance of assigned programs. Responsibilities also include supporting the negotiation of contracts, contractual changes, and coordinating preparations of proposals, plans, specifications, and financial conditions of contracts. Ensures adherence to master plans and schedules, develops solutions to program problems, and directs work of incumbents assigned to programs from various functional departments. Candidate will provide team leadership to coach, guide and mentor designated program teams, ensuring compliance to all program requirements. This position is responsible for successfully managing all aspects of cost, schedule, and technical performance for their assigned programs, in accordance with the approved L-3 Space and Sensor SECTOR SSG processes.

ESSENTIAL RESPONSIBILITIES

* Serves as primary customer contact and voice of the organization for program activities to support and lead business capture activities, lead program reviews and report on cost, schedule, and technical performance.
* Responsible for understanding and interpreting customer requirements in order to work in partnership with customers towards derived solutions and leveraging existing solutions. Facilitate and lead technical, cost, schedule, quality assurance, financial, and contractual performance commitments.


* Responsible for communicating program requirements to program team personnel (Engineering, Finance, Quality, Material Control, Purchasing, Manufacturing, Quality Assurance, and other organizational elements) throughout the program lifecycle.


* Meet financial objectives by forecasting requirements; scheduling expenditures; analyzing variances; and initiating corrective actions to maintain budget.
* Identify staffing requirements by program based on an established program plan and ensure that project staffing requirements are accurately communicated.
* Participates in the preparation, evaluation and kick-off of proposals, bid/no-bid decisions, business plans, statements of work, specifications, budgets and financial terms/conditions of contracts. Participates in negotiations of contracts and contract change management. Manages development efforts for product development, integration, and test.
* Expands existing product lines with existing and new customers.
* Establishes milestones and monitors adherence to master plans and schedules.
* Identifies program problems and risks and obtains solutions such as resource allocation and contract specification changes to mitigate.
* Monitor and assess performance; identify problems and institute corrective actions as required.
* Record and communicate lessons learned from each program.
* Manage and evaluate financial and technical trade-off analyses required for scope changes in a program.
* Responsible for the direction, oversight, and outcome of all assigned programs.
* Ability to travel 15% to 20% of the time to attend customer meetings and tradeshows.

QUALIFICATIONS/REQUIREMENTS

* Minimum of BS in Engineering required; Advanced Degrees (M.S./MBA/PhD) preferred.
* Project Management Institute (PMI) Project Management Professional (PMP) required or within 6 months of hiring.
* Minimum of 6 years of demonstrated aerospace related program management experience required running $2M to $20M projects/programs. Experience in integrated product team management required that emphasis customer engagement activities. Experience in manufacturing or engineering environments in a related technically oriented, contract management environment desired.
* Existing TS security clearance or the ability to satisfy requirements for a TS SSBI security clearance process.
* Candidates must have demonstrated experience and familiarity with the Project Management Institute Project Management Body of Knowledge specific to project initiating, planning, executing, monitoring and controlling, and closing phases. Earned value management, supply chain, risk management, quality control, production control, and product costing tool skills required.
* Must demonstrate a keen understanding of basic business operations and the organizational elements (systems, processes, functional departments) that drive profitable growth. The individual will work without appreciable direction and exercise considerable latitude to determine and develop approaches to solutions.
* Experience running programs for Government and Government Prime contractors is desired. Knowledge of fabricated optical components and sensor assemblies preferred. Demonstrated experience running complex aerospace projects/programs for airborne and/or space systems is desired. Preference will be given for experience with development/production space flight payloads.
* Proficiency with Microsoft Office (Word, Outlook, Excel, and PowerPoint) and MS Project are required.
* Excellent written and presentation skills, with the ability to clearly and competently convey program objectives and priorities to the program team and the organization required.
