Job Description

Raytheon is seeking an experienced program management, planning & scheduling professional to join the SAS Planning & Scheduling Department. This position is for a Program Planning Manager within Raytheon's Space and Airborne Systems in El Segundo, CA.

You will be responsible for managing a group of planning professionals who provide integrated scheduling support across the Advanced Concepts & Technology (ACT) mission area.

You will lead program planning and scheduling through capture, program startup, establish of EV baseline and Integrated Baseline Reviews (IBRs); lead schedule analysis and schedule risk assessments; and provide leadership, direction, and support to teams of Program Planners/Schedulers.

Excellent team and interpersonal communication skills, business acumen, expert planning and scheduling knowledge and a desire to work in development and production environments are required. Strong customer relationship skills are required. Experience planning in the Aerospace Industry is required.

Duties will include, but are not limited to:

* Manage and develop staff of approximately 8-10 planners
* Plan, direct, and control all planning and scheduling operations for mission area programs, and is the interface for all planning and scheduling issues with Senior Planning leadership
* Participate with other managers in developing and establishing SAS business unit and company-wide planning and scheduling procedures and training
* Development of an Integrated Master Schedule (IMS) based on requirements provided by the customer as part of a Request For Proposal (RFP)
* Development of a DID and DCMA compliant, executable IMS after contract award; resource loading the IMS prior to an Integrated Baseline Review (IBR) that demonstrates thorough cost and schedule integration
* Detail planning and maintenance throughout the program's lifecycle that incorporates contractual and programmatic changes into the IMS in order to maintain realistic, current contract schedule baselines.
* Detailed analysis of the IMS and supporting documents to ensure quality, completeness and compliance. The weekly and monthly business rhythms will require communication (electronically and verbally) of schedule status including but not limited to, results of critical path analysis, schedule risk analysis (SRA), schedule variance analysis and the results of 'what if' exercises to the Program Manager, the customer and potentially to senior management.
* Assist with the development and maintenance of the Program Master Phasing Schedule and Integrated Master Plan (IMP).

Required Skills:

* Minimum of 8 years of experience in a planning / scheduling or similar position with increasing roles of responsibilities.
* Experience with Microsoft Project or other similar Scheduling software.
* Professional experience with Earned Value Management Systems (EVMS)
* Effective presentation skills and proven success in communications at all levels
* Must be willing to work in a classified environment
* U.S. Citizenship Status is Required as this position will require the ability to Access US Only Data Systems.
* U.S. Citizenship Status is Required as this position needs an Active U.S. Secret Security Clearance as of Day One of employment.
* This position requires a U.S. Person or the ability to obtain an Export Authorization from the appropriate Government Agency for non-U.S. Persons

Desired Skills:

* Expert level Microsoft Project skills (preferably MS Project 2010+)
* Demonstrated understanding of and experience using numerous ancillary scheduling products (such as @Risk, Risk+, Milestones Pro, One Pager Pro, and PertChart Expert)
* Demonstrated Experience working in a competitive proposal environment.
* Demonstrated team building skills with experience building high performing teams including customers and Subcontractors
* Strong track record of employee development skills
* Familiarity with Achieving Process Excellence (APEX), Microframe Project Manager (MPM), wInsight or similar EVMS tools
* Ability to interface and influence at all levels of an organization with strong communication skills, both verbal and written
* Intimately familiar with applicable Government regulations, especially pertaining to program planning and Earned Value compliance.
* Conversant in basic product development principles including Agile software development.
* Familiarity with the Theory of Constraints and the Critical Chain Program Management methodology.
