Job Description

This title is in a civil service competitive class that is subject to examination. Position is only open to candidates who have permanent NYC civil service status as Computer Associate (Operations), or candidates who took the most recent Computer Associate (Operations) civil service examination.

Position Summary: The Mainframe Operator is responsible for the operation of a complex mainframe environment and peripheral equipment. This includes monitoring, troubleshooting/diagnosing, scheduling batch, and assisting developers with JCL batch, ABENDS, and resolving mainframe computer operations problems. Monitors the Data Center A/C units and control off-hours access to the Data Center. Processes of IPDVS video evidence via Online Occurrence Report System (OORS) request. Performs related work.

Key Relationships: Works closely with the City's Department of Information Technology and Telecommunications (DoITT), FSBO, and Mainframe Operations staff at the Division of Instructional and Information Technology (DIIT) Applications Unit. Assists the Help Desk staff to resolve application-related problems.

Responsibilities

* Monitors the mainframe system environment for equipment failure and performance errors.
* Monitors nightly batch process for batch jobs' performance to ensure on-time CICS (Customer Information Control System) production regions availability.
* Assists developers with JCL job failures and provides recommendations to batch schedule for a more efficient batch run.
* Responds to program error messages by finding and correcting problems or terminating the program.
* Communicates with DoITT, FSBO, and DIIT staff on a 24-hour basis to ensure resolution of all application and related operational problems.
* Monitors the mainframe system to detect potential malfunctions. Works with the Department of Education's (DOE) Help Desk to resolve technical issues with the mainframe and escalates to appropriate IT management staff as necessary.
* Assists in the solution of operational and scheduling problems and ensures efficient methods of work.
* Establishes and ensures adherence to uniform performance standards and efficient methods of work.
* Works with application staff to determine the cause of errors in production runs and in mobilizing resources to correct errors and prevent their reoccurrence.
* Processes OORS requests.
* Monitors and reports on off-hours Data Center A/C units for temperature malfunction.
* Controls off-hours security card access to the Data Center.

Qualification Requirements:

Minimum

* A certificate from an accredited technical school (approximately 675 hours) with a specialization in computer operations, and two (2) years of satisfactory full-time computer operations experience, in a large-scale networked, multi-tiered, or mainframe computer environment, or two years of satisfactory data communications network experience working in a mainframe or multi-tiered computer environment; or
* A baccalaureate degree from an accredited college and three (3) years of satisfactory full-time experience, acquired within the last eight years, as described in "1" above; or
* A four-year high school diploma or its educational equivalent and four (4) years of satisfactory full-time experience, acquired within the last eight years, as described in "1" above; or
* A satisfactory combination of education and/or experience equivalent to "1", "2", or "3"

However, all candidates must have at least two (2) years of full-time experience, acquired within the last eight (8) years, as described in "1" above.

Preferred

* Good written and oral communication skills.
* Ability to multitask.
* Strong knowledge and understanding of the differences of severity of issues and escalating appropriately.
* Knowledge of the following:
* Tivoli Workload Scheduler scheduling package
* Microsoft Suite tools
* IBM Mainframe Operating System Z/OS
* JES2, DB2, CICS, MQ-Series, TSO, JCL, and PROCs
* Omegamon, NETVIEW, ITOM, and Tivoli Enterprise Portal (TEP)
* Remedy/Cherwell or equivalent ticketing system


* Internal candidates preferred.

Salary: $49,741+

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
