Job Summary
AECOM is seeking a Department of Defense (DoD) Requirements Development Subject Matter Expert (SME) with demonstrated experience and expertise with the Joint Capabilities Integration and Development System (JCIDS) process. Position will be located in Arlington, VA.
The ideal candidate will also be a Certified Enterprise Architect (CEA) or have demonstrable experience developing Department of Defense Architecture Framework (DoDAF) products.
Responsibilities:
This is a senior key position involving extensive interaction with Navy Personnel. The SME will provide high-level expert advice, assistance, guidance or counseling to the government in support of DoD programs. The SME will possess Navy Combat and Weapon Control System specific or functional area expertise. The functional area fields may include: management, engineering, financial, contracting, logistics, Test & Evaluation and/or business improvement or investigative efforts. This may also include studies, analysis and reports documenting any proposed developmental, consultative or implementation efforts/recommendations. The SME shall have demonstrated qualities of leadership involving weapons or combat systems engineering support, including the ability to manage subcontractors. The SME must demonstrate the ability to provide technical and budgetary briefings to Navy Management. Experience shall reflect knowledge of the Navy and Joint Staff requirements validation and approval processes. The SME must have experience authoring technical documentation typically used by the Navy (OPNAV and NAVSEA) in order to drive communication and cross- group collaboration among various activities including the Navy, support contractors, industry and Academia. The SME must also have experience applying technical processes to complex problems and managing intricate schedules. Position may require travel as needed. Supervise, coach and lead a team for a specific area of expertise mentioned above.
The selectee will be expected to collaborate with customers to determine specific needs and requirements and to counsel within the expertise area; including oversight and task execution. Develop and/or review the documentation required to support the Navy's programs of record including JCIDS documents, program reports, technical papers, drawings, specifications, procedures, etc., provide comments, organize, consolidate, and adjudicate comments from various organizations, and prepare reports. Perform expert-level review, analysis, and validation of engineering products; prepare executive-level reports and briefs. Consult as industry expert with customer, advise on policy development, planning and implementation. Interface with various technical team leaders to exchange information and coordinate related task performance. Mentor junior-level personnel in the SME area of assigned work.
Minimum Requirements
* Bachelor's degree or equivalent education
* Minimum of eleven (11) years technical and/or operational experience that demonstrates the individual is a prominent and recognized authority in the subject matter field
* Candidates should possess excellent communications and analytical skills; working knowledge of computer systems and integrated software application programs; mastery of Department of Defense and Navy policies, procedures and tools.
* Position requires an active Secret clearance, and will require the ability to achieve and maintain a Top Secret security clearance.
