Job Description

The Scheduled Releases (Java) Developer is selected by and accountable to the HHSC Long Term Care (LTC) Scheduled Releases Manager with the approval of the LTC Director. Performs intermediate analysis and development work related to Information Technology Customer Requests (ITCRs) submitted to the Scheduled Releases Team. The work includes reviewing and understanding customer requirements, analyzing the assigned enhancement, designing, developing, testing, and assisting in the deployment of the enhancement. Participates in knowledge transfer sessions for the Production Support team and assists in resolving any identified post-deployment defects. The software technology currently includes Java, J2EE, Java Server Faces (JSF), Hibernate, Eclipse RCP Application, Perl, Informatica, Oracle SQL, Sybase, Portal, WebSphere Application Server, Jasper Reports, and DB2. Takes direction from the Scheduled Releases Team Leads and Scheduled Releases Manager.

Ensures compliance with: approved standard operating policies/procedures (SOPs); the Texas Project Delivery Framework, software engineering procedures including requirements, design, coding, testing, deployment; quality and testing standards for deployment into production. Collaborates with appropriate Information Technology (IT) teams to develop viable Transition to Maintenance Plans or Checklists for all applications development projects, infrastructure projects and scheduled software releases. Ensures skills are aligned with Software engineering, IT Technology Roadmap and agency needs. Participates in succession planning to ensure uninterrupted business continuity. Prepares detailed analyses and reports as assigned. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. Maintains a reliable, predictable work schedule. May serve as a backup to a Scheduled Releases Team Lead. Performs other duties as assigned to sustain IT operations.

Essential Job Functions:

1. Provide systems analysis support related to estimating application enhancements and the analysis of customer requirements. (10%)

2. Design, develop and test assigned application fixes and enhancements. This includes working closely with the business analyst in understanding business requirements, resolving defects reported via testing, and providing SME response to other groups. SDLC and technical standards should be adhere to. Assigned code should also be checked into the code repository on a regular basis. (55%)

3. Provide deployment and maintenance support for assigned application enhancements. (10%)

4. Ensure compliance with all Federal, State, and agency laws, rules, policies, and procedures including SOPs that govern HHSC IT. (5%)

5.Contribute to teamwork and unit harmony. (10%)

6.Promote an image of IT excellence and communicate effectively. (10%) Knowledge Skills Abilities:

1. Knowledge of laws, rules, and regulations relevant to information technology in Texas.

2. Knowledge of the Project Management Institute's (PMI) project management life cycle.

3. Knowledge of the principles, practices, and techniques of software development and the full software development life cycle (SDLC).

4. Knowledge of the Texas Project Delivery Framework.

5. Knowledge of industry accepted software engineering practices and life cycle methods.

6. Knowledge of the limitations and capabilities of computer systems, information technology equipment, applicable programming languages, computer hardware and software, and computer operating systems.

7. Skill communicating with varied levels of staff and end users to develop positive effective working relationships.

8. Skill communicating with varied levels of staff and end users to establish credibility, trust, and confidence.

9. Skill using Java, J2EE, Java Server Faces (JSF), JUnit, Hibernate, Perl, Portal, WebSphere, Jasper Reports, UNIX, Database Systems (e.g., Oracle), XML, Eclipse or comparable tool, open source tools, common protocols, and client/server browser based applications to design, develop, code, test, troubleshoot, and repair applications.

10. Skill at designing, debugging, and testing WebSphere applications.

11. Ability to use personal computers or laptops released by manufacturers within the last four years and Microsoft Office 2003, 2007, or 2010 including Excel, Internet Explorer, Outlook, PowerPoint, Word, and/or Visio (or equivalent), and SharePoint.

12. Ability to analyze work related problems, draw evidence-based conclusions, and devise innovative solutions.

13. Ability to prepare accurate, concise, reliable reports.

14. Ability to work under pressure and handle multiple overlapping deadlines.

15. Ability to contribute to teamwork and unit harmony.

16. Ability to accept suggestions for improvement and take steps to continuously improve one's own performance and conduct.

17. Ability to perform highly complex new development, along with troubleshooting and maintenance of existing web software applications using J2EE standards.

18. Ability to perform analysis and maintenance in a production environment, maintaining customer critical applications in a high visibility environment.

19. Ability to work under pressure and successfully manage multiple overlapping deadlines.

20. Ability to produce accurate, high-quality results. Registration or Licensure Requirements:

Graduation from an accredited four year college or university. Graduation from an accredited high school or GED plus four years of relevant full time, paid work experience may substitute for degree.

Four to five years development experience with several of the following software technologies: Java, J2EE, Java Server Faces (JSF), Hibernate, Perl, Portal, WebSphere, Jasper Reports, RCP application, Informatica, Eclipse, Oracle, Sybase, or DB2.

Experience in designing, developing, and deploying either enterprise-level Java applications or database solutions. Additional Information:
