This position is designated as management position and is covered by the Trial Court Personnel Policies and Procedures Manual.

The Judicial Information Services (JIS) department is charged with the implementation, maintenance, update and training of technology systems in support of the Office of Court Management and all Judicial Departments, including the Probation Department. This includes network and servers connecting all judicial locations, computer hardware and peripherals, the myriad of software necessary to maintain the judicial programs, and the voice telecommunications services ranging from current phone systems to the use of newly installed video conferencing equipment. JIS is also charged with the production, deployment, training and maintenance of MassCourts (the web-based Trial Court Case Management System - CMS).



The Information Technology Project Manager works within the Judicial Information Services Department (JIS) and is responsible for the management of critical, large or complex projects through all cycles of the project lifecycle. The Project Manager performs administrative and organizational management duties to advise and assist JIS Senior Management in the development and deployment of technology projects and services as well as evaluating related methods, practices and procedures of these projects undertaken by JIS. The Project Manager will also identify needed improvements, providing administrative and technical assistance and direction to accomplish these improvements. This position is requires a multi-disciplinary skill set, as opposed to the competencies typically associated with many IT professionals working within this field of expertise.


The IT Project Manager reports to the Chief Information Officer or his/her designee and receives general direction in performing duties in accordance with established guidelines.


Manages one or more complex technical projects from project initiation to close.

Defines requirements and plans project lifecycle deployment.

Defines and manages resource loaded project plan and schedule.

Develops and executes stakeholder management and project communication plans.

Creates strategies for risk mitigation and contingency planning.

Plans and schedules project deliverables, goals, milestones.

Manages project team, including vendors, and manages conflicts within group.

Performs team assessments and evaluations.

Identifies and solves project issues.

Creates project risk assessment.

Designs and maintain technical and project documentation.

Demonstrates organizational, presentation, and customer service skills.

Promotes use of PMI best practices

Participates in/leads the development of Requests for Proposals/Request for Information (RFP/ROI) processes.

Works closely with customers and/or business analysts to clarify and document business requirements.

Establishes measurement criteria to assess project effectiveness/success.

Creates/manages the project budget.

Maintains ongoing communication with customer/stakeholder during the course of the project to ensure that they are up to date on project process.

Participates in Change Control activities.

Participates in contract preparation activities.

These are the minimum requirements necessary to apply for the position of IT Project Manager for JIS:

Six (6) years of experience in information technology to include: four (4) years managing technical projects of increasing complexity; experience in all phases of the system development life cycle (SDLC); leading cross-functional/cross-departmental teams.

Project Management Institute (PMI) Project Management Professional (PMP) certification.

Bachelor's degree in Business Administration, Information Technology or related degree is preferred. Four additional years of experience may be substituted for the educational requirement.

Additional Knowledge/Skills Preferred

Knowledge of project management principles, methods or tools for developing, scheduling, coordinating, and managing projects and resources (e.g., work breakdown structures, earned value, critical path analysis).

Experience managing complex technical projects from project initiation to close using PMI principles and methodologies.

Knowledge of and experience working with Six Sigma methodologies.

Knowledge of and experience working with Information Technology Infrastructure Library (ITIL) best practices.

Knowledge of Agile Methodologies and experience in managing Agile projects which entail the use of Agile Software Development, Agile Management Process and Agile Development Tools

Knowledge of Agile Methodology Process such as Sprint Approach, Agile Boards, Scrum Tools and Kanban

Knowledge of methods and tools used for risk management and mitigation.

Knowledge of contract guidelines and protocols (e.g., procurement, negotiation, etc.).

Knowledge of and experience working with a variety of computer systems, applications and operations.

Knowledge of the principles, procedures and tools for planning or managing implementations, updates and/or integrations of systems components.

Knowledge of architecture and topology of software, hardware, networks, and telecommunications systems.

Knowledge of new and emerging hardware, software, telecommunications, and other technologies.

Knowledge of systems design concepts and methods.

Knowledge of budgeting techniques.

Knowledge of principles, methods and tools for quality assurance and control.

Knowledge of principles, methods, and tools used in managing requirements.

Expertise in both general and technical writing.

Skill in preparing and presenting reports, charts, graphs, and in delivering public presentations.

Skill in identifying, analyzing, categorizing and mitigating project risks.

Skill in facilitating and leading meetings.

Skill in planning project teams and evaluating project resources.

Skill in interpersonal relationships and team building.

Knowledge of state government, in particular the Massachusetts Judiciary is preferred.
