Responsibilities

WHAT DOES A INFORMATION TECHNOLOGY (IT) PROGRAM MANAGER DO? Information Technology (IT) Project Managers are the primary individual responsible for the development, modification, or enhancement of specific IT products, services or systems, constrained by relationships among scope, resources, and time. The work involves isolating and defining unprecedented conditions, resolving critical problems, and developing, testing and implementing new technologies. Such work ensures that the IRS has the ability to respond to meet mission requirements through the optimal application of IT systems and services.

As a Information Technology (IT) Program Manager you will:

* Plan, manage and coordinate the implementation of projects and identify customers' information system requirements.


* Develop and coordinate the project progress and monitor the creation and status of all related Security certifications and Request for Information Services (RIS) documents.


* Develop appropriate system testing strategies, plans or scenarios.


* Design analytical studies of systemic and project related issues and activities to assess the efficiency and/or effectiveness of project implementation.


* Evaluate Business Unit initiatives to ensure compliance with MITS and Treasury polices and procedures.


* Identify requirements for infrastructure configuration or change management.


* Develop and interpret MITS policies, procedures and strategies governing the planning and delivery of MITS services.


* Advise other specialists on technical issues, diagnostic methods and potential solutions to programs.

Qualifications

You must meet the following requirements by the closing date of this announcement.

GS-13 LEVEL: One year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. This experience must include Information Technology (IT) related experience that demonstrates each of the following four competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication and 4) Problem Solving. Specialized experience for this position includes demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches in the process of advising management concerning major aspects of IT system design. This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. At this level, you must demonstrate knowledge of, and skill in applying, project management knowledge, including methods, metrics, tools, and techniques of business process reengineering, contracting and/or procurement, and contract negotiation and administration; Ability working with cost-benefit analysis methods, achievement strategies, tools of quality assurance and quality control; Comprehensive knowledge of the architecture and typology of software, hardware, and networks, including LANS, WANS, and telecommunications systems, and systems life cycle management. Your experience should also include skills in leadership and teambuilding, decision making, reasoning, and problem solving.

* The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-timework; part-timework is considered on a prorated basis.

In addition to the above requirements, you must meet the following, if applicable:

You must have been at the GS-12 level for 52 weeks (time-in-grade requirement).
