Job Description

Participates in network planning, network architecture design and engineering. Integrates and schematically depicts communication architectures, topologies, hardware, software, transmission and signaling links and protocols into complete network configurations. Evaluates new products, performs network problem resolution and assists in the development and documentation of technical standards and interface applications. Monitors protocol compatibility, performs system tuning and makes recommendations for improvement. Responsible for designing, installing and troubleshooting network systems (including wireless) to meet the functional objectives of the business. Involved with the configuration and maintenance of physical and logical network components. Performs capacity and resource planning, assessing network risks and contingency planning. Responsible for the implementation and maintenance of network management software; researching, analyzing and implementing software patches or hardware changes to fix any network deficiencies. Provides Level II and III support. Involved in the evaluation of new products and services. Selects, develops, integrates and implements network management applications for internet components.

The Network Engineers project an image of professionalism in communication, appearance and conduct. Supports the Information Technologies (IT) mission to provide quality service to our internal and external customers. Ensures proper tools and equipment are used in monitoring and maintaining server and database performance management. Performs other duties as assigned.

Essential Functions

Network Engineer I:

* Maintains and administers the data network. Configures and reconfigures network devices as directed.
* Works closely with other IT department groups to resolve data network issues.
* Supports the development of the data network strategy.
* Participates in collaborative development of technology solutions.
* Provides Level II support for incidents by determining appropriate solutions to problems including software, hardware, network, and system integration requirements.
* Gives technical assistance to customers and management as needed.
* Supports end users for effective use of data network technology.
* Trouble-shoot all Wide Area Network (WAN) links and devices.
* Assists users with network related problem resolutions and updates statuses using department-approved software.
* Follows Incident Management process.
* Maintains a positive and professional attitude when dealing with staff, customers and vendors.
* Keeps the Information Systems staff and customers informed of the status and resolution of issues; updates or has help desk update department approved help desk software with resolutions and status.
* Uses sound judgment in problem resolution.
* Informs supervisor of all unresolved issues or potential problems in a timely manner.
* Monitors network performance during daytime on-call.
* Helps diagnose causes of system crashes and participates in system recovery if related to network.
* Gathers pertinent information to identify customer's project scope.
* Helps maintain project plans using department approved project management software.
* Monitors and submits requests to the project lead to adjust project timelines as necessary.
* Implements the network devices as determined by the Information Systems (IS) Department.
* Implements simple changes using IS Department processes and procedures.
* Maintains the configuration printouts of network devices.
* Maintains network device inventory.
* Possesses knowledge of basic Unix systems commands.
* Monitors network device statistical log files regularly.
* Regularly visits Intermediate Distribution Frames (IDF) and cleans network devices and associated racks of dust.
* Demonstrates a willingness to learn new procedures, readily accepts new responsibilities, participates as a team player and contributes to the overall success of the department.
* Adjusts daily assignment scheduling to allow time to work on and complete projects when needed. Inform peers on tasks that can be completed during an employee's absence.
* Position may require travel between various Hoag Hospital (Hoag) locations and its affiliates.
* Position may require participation in 24/7 department on-call program. On-call employees are required to carry a department issued cellular phone or pager, respond to calls within 15 minutes, troubleshoot problem and provide services off-site as needed and be available to provide services on-site as needed within 1 V2 hours of being called or paged to respond.
* Position may require participating in meetings outside of normal business hours including occasional evenings and/or weekends.
* Position is located in a support department which operates a call center 24 hours a day, seven days a week to provide support and service. Operations include 1st, 2nd and 3rd shifts. Employees may be required to pick up shifts outside of their standard assignment for coverage due to vacations, holidays, staff shortages, or other special circumstances as determined by leadership.
* Perform other duties as assigned.

Network Engineer II:

In addition to the above, the Network Engineer II performs for following duties:

* Provides Level II and Level III support.
* Trouble-shoots using a Protocol Analyzer Including decoding packets.
* Implements Simple Network Management Protocol (SNMP) and other network monitoring tools.
* Maintains all user manuals for network devices.
* Determines appropriate solutions to network problems.
* Optimizes the network traffic routes and controls network broadcast storms.
* Maintains and reports on the performance of data network products and services; articulates their contribution to the business.
* Supports the development, creation, and maintenance of current network device configurations, circuit information and operations network diagrams for network infrastructure including the development of database requirements, and establishment of data file backups. ·
* Develops policies and procedures to support the scope of services.
* Recommends data solutions that meet the requirements of the organization by translating business ideas into integrated data products and services.
* Analyzes service portfolio, network usage and network performance to optimize services and track adherence to Service Level Agreements (SLA).
* Develops process to inventory all data network equipment; performs periodic inventory audits I reviews.
* Administers the maintenance plan for data communications infrastructure hardware and software including related escalation.
* Maintains WAN circuit IDs and contacts.
* Administers Internet Protocol (IP) address schemes and their assignment to network equipment.
* Develops documentation for and implements change control for network-related changes or dependencies.
* Configures, installs, and reports on quality control standards for network computer systems.
* Uses a variety of software/hardware diagnostic tools and responds to network alarms, network degradation, and failures by diagnosing and then initiating network recovery process.
* Maintains all network equipment in good working condition with latest firmware/software revisions.
* Supports development of SLAs.

Network Engineer III:

In addition to above, the Network Engineer III will:

* Ensure switches, routers, and other applicable devices and applications are property configured, utilized and maintained.
* Implement SNMP Managers and other network monitoring tools with alarm thresholds.
* Performs detailed router scripting and filtering to manage network traffic.
* Maintains vendor contact information.
* Fine-tunes all SNMP managers alarm thresholds to monitor proactively.
* Recommends / provides network upgrade and expansion solutions.
* Creates a facts-based foundation for making the network configuration true load sharing and balancing.
* Identifies network bottlenecks and improves network design to changing network traffic patterns.
* Assists Network Manager with operational and capital budgets.
* Provide advanced troubleshooting for applications and systems, determining cause and effect.
* Provide 24 x 7 on call support as part of a scheduled rotation with other team members.
* Understand and apply advanced system/application administration, management and performance tuning techniques.
* Assist with day-to-day operation support, performance tuning, disaster recovery and patch/release management of network.
* Mentors newly hired representatives to ensure a smooth transition from learning environment to daily production environment and may participate in providing formal training.
* Participates in meetings and presentations or other designated special projects as assigned by department management. Maintains a comprehensive working knowledge of polices, procedure, and benefits across all product lines.
* Develops job aides and other tools to assist engineers in improving overall quality of service
* Evaluate hardware and software requirements and be able to justify purchase decisions.
* Other duties as assigned by Management.

Education, Training and Experience

Required:

Network Engineer I

* Knowledge and experience with Cisco switch and router product line.
* One to three years as a Network Engineer or other related experience.

Network Engineer II

In addition to the above, the Network Engineer II will have:

* Four to seven years as a Network Engineer or other related experience.
* Experience with implementing and supporting Cisco switches and routers.
* Protocol analyzing experience required.

Network Engineer III

In addition to the above, the Network Engineer III will have:

* 7+ years as a Network Engineer or other related experience.
* Experience with implementing and supporting network security devices (VPN, IPS/IDS, Mars, etc.), enterprise wireless infrastructure, network management, advance routing protocol and VOIP.
* Experience with planning, designing, implementing and supporting network projects.
* SNMP Manager programming experience.

Preferred:

Network Engineer I

* Bachelor's degree or equivalent experience.
* Protocol analyzing experience.

Network Engineer II

In addition to the above, the Network Engineer II will have:

* SNMP Manager programming.
* Network equipment certifications.

Network Engineer III

In addition to the above, the Network Engineer III will have:

* Router scripting experience.
* Cisco Call Manager experience.
* Advanced network equipment and systems certifications

Skills or Other Qualifications

Required:

Network Engineer I & II

* Ability to produce and analyst statistical system reports.
* Detailed oriented ability to test ad document robust technical solutions.
* Excellent communication skills, customer focused, excellent attention to detail, able to prioritize tasks and meet deadlines, strong interpersonal skills, able to work in a team environment.
* Current CA driver's license required for local travel.
* Understands programming concepts.

Network Engineer III

In addition to the above, the Network Engineer III will have:

* Excellent communication and conversation skills (Verbal and Written)
* Expert level experience in handling Cisco Network Infrastructure.
* Expert understanding of switching - VLAN, Voice VLAN, VTP, STP, PoE, Ether channel, HSRP, Routing Protocols
* 7+ years of relevant work experience including comfortably working on the following Cisco platforms - Cisco 6500, 4500, 3850X, 3750X switches. Cisco Nexus switches, 3900 ISR's, Cisco ASA 5500X FW's
* Strong documentation and network mapping skills using MS Visio, etc.
* Must be able to independently troubleshoot LAN issues with desktops, Cisco switches, routers and Firewalls.
* Participate in scheduled network maintenance as well as be willing to carry on-call device on a rotational basis.
* Excellent Problem analysis and resolution skills.
* Expert understanding of the following Cisco Unified Communication Products CUCM 10.x, 11.x

Cisco Call Manage

Understanding of Cisco Licensing models

In depth understanding of Cisco Expressway

Cisco Unified Communication Express & Cisco Unity express

Cisco IM&P and Jabber

Cisco Voice Gateways (ISR Routers and Analog gateways)

Trunks, E1/ T1 (CAS,CCS), FXS /FXO etc.
