IT Business Analyst

Key Role:

Work in a highly visible, client-facing role to implement and improve upon governance process for a Department of Homeland Security (DHS) client. Execute and improve on governance board support activities, including acting as a liaison with high-level board members, SMEs, and all levels of client staff. Act as a governance SME to all clients and BAH staff, including supporting the initiation of new acquisitions through the need and program planning stages, monitor existing programs or projects through completion, and ensure investments in operations and maintenance maintain operational effectiveness. Coordinate and act as secretariat for regular client board meetings, including working independently yet in collaboration with client contacts and prioritize and manage tasks with little oversight. Apply expertise in critical thinking to reviewing client documentation, including briefings to governance boards and standard project documents and provide well-thought out feedback in a professional manner. Facilitate daily communication between the client and software developers to manage and support both project and requirement management activities. Help elicit, define, and document functional and business requirements and work with system developers, federal client staff, and their immediate project management team to translate the requirements into system user stories using the Agile software development life cycle (SDLC).

Basic Qualifications:

* Experience with DHS acquisition management at the federal level
* Experience with portfolio management
* Experience with the systems development life cycle, project management, or governance
* Experience with regular one-on-one client interaction, including acting as lead on tasks to support overall delivery
* Ability to deal with ambiguity in process and assignments and to learn and take on increasing levels of responsibility
* Ability to author client deliverables independently with strict attention to detail
* Ability to obtain a security clearance
* BA or BS degree

Additional Qualifications:

* Experience with supporting an Agile SDLC for a large federal government client
* Experience with using the JIRA software management tool
* Experience in working with software developers in order to translate technical data into functional requirements
* Ability to prioritize tasks across concurrent work streams
* Ability to take a proactive approach to problem solving, identifying, and managing tasks
* Possession of excellent oral and written communication skills
* Active Secret clearance a plus
* PMP Certification
* ITIL v3 Certification
