Responsibilities

* Coordinates and/or prepares procedures, instructions and directives necessary to put new or revised systems or methods into operation.
* Oversees the design, configuration, installation, and upgrade of various technologies.
* Identifies opportunities and implement configuration changes that will provide best performance attainable, while meeting business requirements
* Contributes to the design of agency cloud and on premises solutions; and works with application design to optimize the flow between them.
* Analyzes systems, reviews designs, and performs usability testing to ensure performance and reliability; enhance scalability, and meet security requirements.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade:

Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration for the GS-14 grade level.)

For this position, individuals must have IT-related experience demonstrating each of the four competencies

listed below.

1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

For the GS-14 level:

* Applicants must have one full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service that demonstrates experience provisioning, installation/configuration, operation and maintenance of systems hardware, software or related infrastructure as well as for the coordination and support of enterprise data center hosted systems. In addition, experience assisting project teams with complex technical issues in the initiation and planning phases utilizing standard project management methodology, which includes the following activities: the definition of needs, benefits and technical strategy; research and development within the project life-cycle; and technical analysis and design. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
