The incumbent serves as a senior Information Technology (IT) Specialist providing expert technical support of the financial management and payroll system activities that includes both systems programming and applications systems design and development.

Responsibilities

* Develops system and programming standards and reviews system designs for completeness.
* Ensures the reliable and efficient operation of central computing resources as well as the orderly development and expansion of financially oriented application systems and services throughout the agency.
* Develops new and revised accounting, financial and management information software systems on a variety of hardware and software platforms.
* Monitors and controls central systems software and resources usage, define operational environments, define system user capabilities and limitations, set operational priorities and allocate direct access storage.
* Ensures the quality of software products and their conformance with agency and organizational standards and procedures.

Travel Required

25% or less - Occasional overnight travel may be required and/or optional for trainings, meeting with customers, and operations management.

Qualifications

You must possess the Basic Requirements identified below to be considered eligible for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Applicants must have one year of specialized experience equivalent to at least the GS-12 grade level.

Specialized experience is defined as participating in the development of accounting, financial and management information software systems, including developing system and programming standards, reviewing system designs for completeness, and testing software prior to release. Reviewing system changes and ensuring the quality of software products and their conformance with organizational standards and procedures. Monitoring central systems software and resources usage, and assisting with defining operational environments and system user capabilities and limitations.

For all positions, applicants must have IT-related experience demonstrating each of the four competencies listed below:

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met within 30 days of the closing date of this announcement.
