Overview

The Information Technology Manager provides support to Indian Health Services (IHS) and for the Resource and Patient Management System (RPMS). This position leads all information technology activities in support of a large multi-disciplinary contract including leading software development, network engineering, and security engineering activities performed by employees and a subcontractor.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Serves as a focal point, and provides program management guidance and expert support for the contract. Responsible for overall assignment of work, management of personnel, financial budgets, as well as all operations and technical aspects for the successful completion of the contract / program requirements.

Provides technical and management guidance to a IT Team responsible for operating, maintaining, and enhancing multiple systems and developing new systems to meet contractual requirements.

Manages team efforts and completion of assignments to ensure task deadlines are met. Ensures goals and objectives are set and that all related responsibilities are assigned and completed on time and within budget. Monitors progress and resolves any identified issues affecting successful task completion. Ensures results are documented.

Exercises supervisory personnel management responsibilities. Develops competencies through training and coaching.

Oversees contract subcontractor(s) responsible for software development, network engineering, and security engineering efforts.

Sets, manages and communicates expectations to team members and stakeholders. Communicates IT plans, objectives, timelines, schedules, job assignments, responsibilities and reporting relationships.

Acts as a technical advisor, and implements processes and procedures for effective management. Provides expert judgment and analysis related to the design, development and engineering activities.

Leads security control assessments.

Participates in meetings with the client as required.

Interfaces with internal project teams, management, customers and suppliers. Maintains timely communications, and develops collaborative rapports with solutions-oriented approaches.

Collaborates with the leadership team to identify opportunities for leveraging technology to enhance processes and increase productivity.

Resolves highly complex technical issues and conducts advanced research. Develops IT plans to guide the execution and control of task / projects.

Tracks project milestones and deliverables. Collects and disseminates performance information, such as review data, status reports, progress measurements and forecasting. Identifies and manages project dependencies and critical path. Proactively manages changes in project scope. Identifies potential crises and devises contingency plans.

Establishes and implements policies, procedures and standards, and ensures their conformance with information systems goals and procedures.

Implements industry best practices, project management tools and methodologies.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

EDUCATION / EXPERIENCE

Bachelor's degree and minimum of ten (10) years direct experience in program management, or equivalent combination of education / experience. Experience in managing projects in the healthcare IT domain and in the development of custom software and implementation of COTS products. Experience in managing contracts in Health and Human Services and specifically Indian Health Service preferred.

CERTIFICATES / LICENSES / REGISTRATION

Project Management Institute (PMI) / Project Management Professional (PMP) Certification preferred

Possess or has the ability to obtain a Public Trust Clearance

Demonstrated competency in working with a wide range of government departments with diverse business needs, interests, expectations and requirements

Skilled proficiency using Microsoft Office Suite (i.e., Word, Excel, Outlook, etc.) and project management software programs

Knowledgeable of and skilled in implementing "best-in-class" concepts / principles within the areas of planning, scheduling, budgeting and operations for successful achievement of program objectives

Excellent leadership, capital planning, financial management, cost control, estimating and contract negotiating skills

Ability to manage multiple services and task order projects simultaneously

Ability to make sound, well-informed and objective decisions; perceives the impact and implications of decisions

Ability to prepare, justify and administer program budget and to assess financial conditions

Ability to persuade others to accept recommendations and to negotiate to find mutually acceptable solutions

LANGUAGE SKILLS

Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
