Job Description

Responsible for ensuring sustained operations of all district information systems, including student, human resources, and financial information systems by maintaining the application software, database and related technologies. This includes the setup, configuration, data collection, analysis, documentation, and staff training of all information systems as well as the troubleshooting and resolution of issues as they arise. Additional responsibilities include the timely creation, preparation and dissemination of internal and external data reports and dashboards.

Essential Duties and Responsibilities:

The following identifies the primary and essential functions of the assignment and is not intended to be an exhaustive listing of all duties.

* Manages all district information systems and the fulfillment of all required local, state and federal reporting efforts;
* Serves as district data steward to ensure quality of data contained within district information systems and data reporting efforts;
* Leads discussions with internal stakeholders and aligns information systems solutions with district needs;
* Serves as internal subject matter expert and primary point of contact for all district information systems;
* Coordinates training and communication efforts to ensure successful implementation of all district information systems, functionality and related technologies;
* Assists in establishing end-user training procedures and district best practices for all information systems and related functionality;
* Provides training content and/or system access to information systems to enable the creation of accurate and effective training materials;
* Provides expert recommendations on data structures and design, data management and security practices, application purchases, and other technical matters;
* Proactively keeps current on emerging technologies and applies knowledge to improve team function, and/or overall district objectives and goals;
* Leads and supervises employees in all aspects of work;
* Manages, oversees, organizes, allocates resources for the work of the student information systems department; this includes hardware and software systems, database management, data management and workflow in order to maximize efficiencies;
* Establishes and maintains effective working relations and communications with all levels of stakeholders;
* Insures effective utilization and maintenance of system;
* Evaluates, defines, and implements new department processes and procedures;
* Advises supervisors, system stakeholders and district staff regarding various student policies and procedures, student information system utilization, and other related issues;
* Manages, defines and supports methods of data integration with third-party data applications;
* Collaborates with district and building staff to resolve system issues related to state and federal reporting;
* Serves as district representative for information systems user groups and steering committees;
* Proactively anticipates issues and provides expert recommendations to improve the system(s) in an effort to reduce system downtime and/or end-user challenges;
* Resolves system issues in a timely fashion in collaboration with district and building administration, other technology staff, teachers and support staff, while working closely with the application software vendor(s);
* Plans, coordinates and validates system maintenance and support activities with application software vendors, including routine and critical software updates, while collaborating and communicating with district and building administration and appropriate technology staff;
* Manages and monitors application database environments for data integrity, storage utilization, and successful completion of regular database and program maintenance functions;
* Manages department budget, approves requisitions for supplies and equipment and coordinates inventory needs;
* Monitors and initiates changes in work flow in order to provide most efficient service;
* Plans and prepares production schedules and assigns work accordingly;
* Monitors staff performance and conducts performance evaluations;
* Releases and supports new database products and tools to provide assistance to staff in District;
* Defines and upholds data security and user access policies for all district information systems;
* Maintains an accessible, comprehensive local knowledgebase of key functionality, best practices, training documents and other related materials;
* Fulfills project manager responsibilities, where appropriate, to facilitate requirements gathering, liaison between users and technical staff;
* Represents the District on complex and sensitive issues involving student information;
* Supports and processes necessary end-of-year/cycle data archive and rollover procedures;
* Supports and facilitates standards-based grade book system and functionality;
* Elevates more complex problems to director, district stakeholders and/or vendors as necessary;
* Performs related duties as required.

Necessary Knowledge, Skills, and Abilities:

The following identifies the knowledge, skills, and abilities that are essential for the Information Systems and Services Manager position (this is not intended to be an exhaustive listing of all duties).

* Considerable knowledge of applications, functions and procedures related to information systems and associated equipment;
* Considerable knowledge of relevant state and federal laws, rules and regulations, and reporting requirements;
* Knowledge of student information systems, add-on modules and functions;
* Considerable interpersonal skills;
* Analytical and problem-solving skills;
* Considerable ability to communicate both verbally and in writing with staff and stakeholders;
* Ability to coordinate various projects;
* Ability to interpret and administer relevant state and federal rules and regulations;
* Ability to maintain high level of confidentiality;
* Ability to maintain records;
* Ability to manage databases, technological projects, plan, prioritize and fulfill multiple responsibilities, including budgeting, cost controls, negotiations and maintaining vendor relationships;
* Ability to understand and apply the concepts of educational systems and operations and assigned programs;
* Ability to work independently, and make decisions in accordance with established policies and procedures and guidelines;
* Ability to work under pressure and meet deadlines;
* Supervisory ability;
* Ability to work with individuals from diverse backgrounds.

Required Qualifications & Experience:

* Five (5) years of technical level experience involving student information systems and required data reporting;
* One (1) year supervisory experience preferred;
* One (1) year of experience with Infinite Campus Student information system desired;
* One (1) year of experience with Skyward HR and Financial information systems a plus;
* Valid Driver's License & Evidence of Insurability

Physical Requirements:

Reports To:

This job assignment falls under the direction of the Director of Technology and Innovation.

Starting Salary: $72,027.30
