Job Description

The Mainframe Model 204 Programmer is selected by and accountable to the HHSC Long Term Care (LTC) Mainframe Manager with approval from the LTC Director. The Mainframe Model 204 Programmer performs entry level business and technical analyses, defect repair, testing, ad hoc reporting, and maintenance of complex mainframe based applications primarily using IBM Mainframe Model 204 programming language for HHSC applications. Works in a fast-paced, customer service based environment so that all applications are available to customers at least 96% to 98% of the time. Coordinates with the LTC Scheduled Releases team, Emerging Technology's Configuration Management team, LTC Business Analysis and Testing team and business customers to accomplish work.

Complies with IT Technology Roadmap, technology standards, HHSC IT's Standard Operating Procedures (SOPs), approved Project Management Life Cycle (PMLC) and Software Development Life Cycle (SDLC) documentation for the analysis, requirements, design, development, testing, and deployment of customer applications; quality standards for deployment into production; systems availability standards; and staff productivity standards.

Performs on-call duties as needed. Works alternate schedule including nights and weekends as needed. Works under close supervision. Maintains a reliable, predictable work schedule. Performs other duties as assigned to maintain IT operations. Essential Job Functions:

1. Provide application support (defect repairs, ad hoc reporting, and maintenance) for all HHSC applications using IBM Mainframe Model 204 so that applications are available at least 96% to 98% of the time, service level agreements with customers are met, and team members work on approved assignments. (35%)

2.Plan, organize, and prioritize applications support (defect repairs, ad hoc reports, and maintenance) for all HHSC applications using IBM Mainframe Model 204 resulting from Help Desk Calls, HHSC IT Customer Requests, or other assignment approved by the LTC Mainframe Manager or LTC Director in accordance with HHSC IT goals, objectives, and standards. (20%)

3.Perform and monitor systems analysis and development activities to evaluate application solutions supporting customer requirements, changes in systems requirements, software releases, equipment configurations, and relationships/dependencies between systems (e.g., analyzing federal and state regulations regarding automation, researching technical solutions, and performing needs assessments). (20%)

4.Ensure compliance with all Federal, State, and agency laws, rules, policies, and procedures including SOPs that govern HHSC IT. (5%)

5.Contributes to teamwork and unit harmony. (10%)

6.Promote an image of IT excellence and communicate effectively. (10%) Knowledge Skills Abilities:

1. Knowledge of laws, rules, and regulations relevant to information technology in Texas.

2. Knowledge of the Project Management Institute's (PMI) project management life cycle.

3. Knowledge of the principles, practices, and techniques of software development and the full software development life cycle (SDLC).

4. Knowledge of the Texas Project Delivery Framework.

5. Knowledge of industry accepted software engineering practices and life cycle methods.

6. Knowledge of the limitations and capabilities of computer systems, information technology equipment, applicable programming languages, computer hardware and software, and computer operating systems.

7. Skill communicating with varied levels of staff and end users to develop positive effective working relationships and to establish credibility, trust, and confidence.

8. Skill using IBM Mainframe Model 204 or a similar mainframe programming language to design, develop, code, test, troubleshoot, and repair applications.

9. Ability to use personal computers or laptops released by manufacturers within the last four years and Microsoft Office 2003, 2007, or 2010 including Excel, Internet Explorer, Outlook, PowerPoint, Word, Visio (or equivalent) and SharePoint.

10. Ability to analyze software applications, defects, and business problems to draw evidence-based conclusions and devise innovative solutions.

11. Ability to communicate effectively both verbally and in writing, to serve as a technical consultant to technical colleagues, to clearly and accurately document relevant issues, and to prepare accurate, concise, reliable reports.

12. Ability to code, test, and implement fixes on application-based deliverables and/or batch processes.

13. Ability to work under pressure and successfully manage multiple overlapping deadlines.

14. Ability to contribute to teamwork and unit harmony.

15. Ability to accept suggestions for improvement and take steps to continuously improve one's own performance and conduct.

16. Ability to produce accurate, high-quality results. Registration or Licensure Requirements:

None. Initial Selection Criteria:

Graduation from an accredited College or University with a degree in computer science, computer information systems, management information systems, or a related field. Graduation from an accredited high school or GED plus four years of relevant full time, paid work experience may substitute for degree.

At least two years development experience with IBM Mainframe Model 204, COBOL, Natural, or a similar mainframe programming language.

Experience performing analysis and maintenance in a production environment, maintaining customer critical applications in a high-visibility environment. Experience estimating, designing, coding, testing and implementing small maintenance/defect changes, along with batch processing changes. Additional Information:
