Established in 1997, L.A. Care Health Plan is an independent public agency created by the state of California to provide health coverage to low-income Los Angeles County residents. Job Summary

Under the general direction of the Senior Director, Center for Organizational Excellence, the Manager, Human Resources Systems and Processes manages and oversees the organization's Human Resources Information System (HRIS). This position provides leadership in design, configuration, implementation, communication, maintenance and administration in support of HRIS strategy including, but not limited to, management and completion of all HR audits; administration and maintenance of the HR Information Systems (Core HRIS, Employee Central, Performance & Goal Management, Benefits, Recruiting, Learning Management, etc.) by developing software requirements based on changing business needs. This position manages the processes and procedures responsible for the documentation and oversight of all internal controls governing HR systems. This position has full authority for personnel actions regarding HRIS Team, including managing staff in the day-to-day performance of their work.

Ideal Candidate will have experience with SAP Success Factors / SAP LMS.

Duties

Manages and oversees HR systems (Core HRIS including Benefits, Compensation, Security Admin, Reporting, Onboarding, Performance & Goal Management, Recruiting, Learning Management, etc.).

Establish, implement and maintain audit procedures to ensure database information is accurate and up-to-date; troubleshoot and solve data and system problems. Complete regular audits to ensure HR compliance with Government Regulations and L.A. Care Policies & Procedures. Including but not limited to I-9; E-verify; Drivers and professional licenses; liability insurance; payroll batch; benefit eligibility; background checks; email group audit; confidentiality agreement.; Possesses overall accountability for data integrity, including quality, accuracy, reporting, timeliness and usability (includes core systems and related interfaces). Maintains data integrity in systems through pro-active means (audits, queries, etc.).

Establish and implement SAP configurations through Super Admin Role; Develop, code and program integration processes using Dell Boomi middleware; maintains knowledge and understanding of Groovy programming language, Oracle, and other programming languages; establish security protocols to ensure data privacy, in conjunction with IT professionals within the organization, in alignment with established governance procedures.

Experience

Required:

* At least 5-7 years of progressive experience in HR Systems role, HR compliance audits and in a technical function utilizing HR software applications with at least 2 years of supervisory/ management experience.
* HR information system implementation experience.
* Experience with application configuration, software vendor selection, and vendor relationship management.

Preferred:

* Working or advanced knowledge of SAP/SuccessFactors, Dell Boomi, ADP (Enterprise, ADP eTime, Employee and Manager Self-Service), and/or Taleo.

Skills

Required:

* Advanced understanding of HRIS systems administration and management
* Understand SAP provisional configurations and be able to configure SAP through Super Admin role.
* Knowledge of Dell Boomi including deploying, scheduling, programming and troubleshooting basic integration processes.
* Advanced knowledge of Security and Permissions for the HRIS system.
* Able to launch and move forms including troubleshooting for Performance, Goals, Succession, 360 and CDP modules.
* Extensive knowledge of HRIS platforms, including modules related to employee systems of record, benefits, payroll, compensation, organizational development and recruitment.
* Effective project management skills; expertise in driving projects and initiatives, demonstrating benefits of projects to the organization, and translating customer and business needs into technical requirements.
* Expert knowledge in databases and report writing.
* Proficient in Access and Excel.
* Knowledge of Human Resources and Labor laws.
* Able to launch and move forms including troubleshooting for Performance, Goals, Succession, 360 and CDP modules.
* Knowledge of data privacy issues, laws and regulations associated with HR operations.
* Knowledge of employee benefits, compensation and position management.
* Must possess strong relationship building, verbal and written communication skills, with proven ability to successfully collaborate with all levels of staff, business partners including HR, Finance, and other Operational teams and leaders.
* Ability to collaborate with multiple project teams and being successful in a fast-paced team environment.
* Excellent organizational, quantitative and analytical skills with ability to independently meet multiple deadlines.
* Excellent judgment skills and willingness to take accountability and ownership.

* Oversight and Administration of the L.A. Care Learning Management System (LMS) that meets regulatory and compliance training needs;
* Managing LMS functions including course content, course approvals, assignment of training curricula;
* Works alongside subject matter experts (SMEs) at all levels of the organization to ensure delivery of accurate and timely content.
* Works with and leads SMEs to gather course content, then designs, develops, and implements high quality eLearning trainings.
* Collaborates with internal departments for effective utilization of the Learning Management System that support business initiatives.
* Administers LMS third-party systems (e.g., WebEx, Lynda.com, etc.), user accounts, and network security; Setting and maintaining security roles and access levels;
* Prviding system maintenance, training and technical support to users, supervisors, administrators, and others who interact with the learning management system; and
* Wrking with Instructional Designers to ensure proper setup and system support for complex learning activities within the LMS.


* Stays current with learning technologies through participation in user groups and continued education.
