Job Description:

Manages a complete program or corporate initiative consisting of multiple projects in varying complexity

and size and/or a large multi-phase, multi-year project initiated at the senior executive level. Directs,

facilitates and coordinates project managers or teams through all phases including concept,

development, implementation, and closeout. Ensures that assigned project managers are performing

tasks in alignment with the project /program goals and objectives as defined by the statement of work.

Guides and consults with project managers on difficult or unusual situations. Work independently and

direct project management team(s) while developing stakeholder relationships.

We will consider someone who does not reside in the DC metro area.

Responsibilities:

1. Manages activities of two or more sections or departments through subordinate

managers who exercise full supervision in terms of costs, methods and employees.

In some instances, may be responsible for managing a staff function and may not

have subordinate managers.

2. Manage project or program development tasks including: statement of need (SON),

project proposal, project plan, charter, letter of authority, work breakdown structure

(WBS), schedule, budget, risk plan, communication plan, table of organization,

change control plan, resource plan, glossary of terms and reports as required.

Perform critical path analysis and develop time-lines for completion of tasks,

measuring the deliverable work packages of the project/program against the

project/program plan. Manage the change control. Obtain sponsor approval for

changes to scope, budget, and schedule that effect the critical path of projects.

Acquire a project charter from senior management and obtain sign off on the

statement of work by the project sponsor.

3. Has overall responsibility, for the planning and direction of all project schedules and

budget/spending for assigned unit or division. Monitors the project from initiation

through delivery. Organizes the interdepartmental activities ensuring completion of

the project on schedule and within budget constraints.

4. Regularly interacts with senior management or executive-levels on matters

concerning several functional areas, divisions, and/or customers.

5. Typically has unit-specific responsibilities within the scope of the job.

Qualifications:

Education - 4-year college degree or equivalent combination of education and experience Discipline/Major Project management, business, information systems,

health related, or other related discipline.

Professional Certifications/Licenses Project Management Professional (PMP) certification

Experience: Minimum 7 to 10 years required

Management Experience: Minimum 3 to 5 years of staff management required

Essential Functions/Physical Requirements: Depending on work assignment, may require ordinary ambulatory skills sufficient to visit other locations; or the ability to stand, walk and manipulate (lift, carry, move) light to medium weights of up to 20 pounds. Requires good hand-eye coordination, arm, hand and finger dexterity, including ability to grasp, and visual acuity to use a keyboard, operate equipment and read technical information. Overall mobility is essential. May include sitting for long periods of time, driving a vehicle and working under challenging conditions.

Work Conditions: Work is performed indoors with some potential for exposure to safety and health hazards related to emergency services relief work. May travel and participate in meetings and conferences throughout

chapter jurisdiction, state and Red Cross system. Because the Red Cross is a disaster response

organization, staff may be asked to be on 24-hour call during period of major disaster.
