Job Description

The P471 Satellite Communications Department as part of MITRE's Nuclear Enterprise Modernization Division has an excellent opportunity for a Project Leader for the Global Aircrew Strategic Network Terminal (Global ASNT) project (11.5 STE in FY19). The Global ASNT is part of the Minimum Essential Emergency Communications Network System (MEECN) system and is employing an incremental strategy to deliver the required capabilities to the warfighter. Increment 1 fields an Extremely High Frequency (EHF) communications capability. Increment 2 fields Ultra High Frequency (UHF) and High Frequency (HF) communications and an Aircrew Alerting System. Increment 3 is an emerging capability that will field a VLF receiver capability (but is not yet funded). For technical details of the project, please contact the hiring manager.

This role includes leading and contributing to a dynamic multi-disciplined engineering team providing strategic and technical engineering expertise solving complex critical issues. The Project Leader will coordinate with AFNWC, AFGSC, USSTRATCOM/NEC, NC3 PEO and Staff, and other Nuclear Enterprise Modernization program leadership.

* Provide strategic and technical leadership as a trusted advisor to the program sponsors' system development and acquisition leaders
* Develop, maintain, and proactively manage sponsor and stakeholder relationships
* Define and develop a work plan that contributes to the Sponsor's strategic outcomes, become the focal point for the government for technical issues, and leverage MITRE's resources to their fullest advantage
* Keep current on major Nuclear Enterprise Portfolio goals and associated corporate measures and contribute to the development and execution of the portfolio strategy and Enterprise Efforts
* Ensure that activities, deliverables, and engagements are appropriately exposed to other projects in the portfolio and across the Nuclear Enterprise, and proactively seek opportunities for collaboration
* Work with program sponsor to advocate for and gain buy-in for Nuclear Enterprise Near Term Initiative efforts
* Define the rapid acquisition approach and strategy needed to field systems quickly and seamlessly that best fits with the technical maturity and availability of system components
* Work with Industry to help shape solutions based on data driven engineering results
* Ensure that strategic outcomes and accomplishments are well understood by everyone associated with the project

Preferred Qualifications

* Experience as a technical or task/project leader and strategic thinker
* Skilled communicator who can establish credibility with and achieve buy-in from Government customer, proven success in shaping work to achieve the highest impact
* Solid understanding of the acquisition process (DoDI 5000.02 and Middle Tier acquisitions), with strong project management skills
* Knowledge of military nuclear certifications and operations
* Operational and hands-on experience with satellite, UHF line-of-sight, and HF systems
* Demonstrated ability to successfully collaborate with Industry
* Self-starter, history of innovation in achieving strategic outcomes

Minimum Education/ Experience

BS in a technical discipline, such as Systems, Aerospace, Electrical or Software Engineering and 10 years of related experience or MS and 7 years of related experience.

Travel Statement

This position will require overnight travel up to 15% of the time as well as some local travel.
