Departmental Overview

UC Berkeley's VC Finance division is a trusted and strategic campus partner, supporting the teaching, research, and public service goals of faculty, students, and staff, financially sustainable, and providing services for the campus common good. This position is a key role in the Financial Information Systems (FIS) unit in the Controller's Office that oversees the operations of software solutions that support mission-critical applications utilized to operate the University. The FIS is based on the PeopleSoft Financials and Supply Chain Management (FSCM) product, with additional supporting applications.

The objective of the FIS unit is manage a continuous cycle of technical improvement and feature enhancements in PeopleSoft application systems and associated applications. The applications support processes including general ledger, budgeting, accounts payable, purchasing, accounts receivable, billing, a customer portal, project costing, contracts and grants. To ensure the success of these mission-critical systems, the department consists of highly skilled functional experts who will test and implement new features, respond to customer issues and campus needs, and keep all systems running optimally throughout the financial reporting cycles.

The FIS Project Manager is involved in managing the outcome of specific IT projects with a defined beginning and end. Manages the development and implementation process involving departmental or cross-functional teams. Plans, coordinates and monitors schedules, budgets, staff and deliverables. Monitors the project from initiation through delivery. Organizes the interdepartmental activities ensuring completion of the project on schedule and within budget constraints.

Responsibilities

Project Management

* Responsible for upgrade and new implementation project deliverables from initiation through delivery - including definition of scope, gathering requirements, analysis, design, development, testing, campus communications and risk management.
* Initiates, designs and leads the Request for Information (RFI) / Request for Proposal (RFP) process.
* Plans project timeline based on sponsor priority, directs large project team, develops detailed sprint plans, identifies and schedules work assignments, and may monitor budget/spending (people and dollars).
* Works closely with FIS Operations team management to coordinate release timing and to identify points of integration and impact to ongoing operations and FIS team migrations, configurations and data updates.
* Manage expectations and manage escalations of risk/decisions to keep projects on track.
* Organizes interdepartmental activities ensuring completion of the product/program/project on schedule and within budget constraints.
* Manages diverse project assignments.
* Develops and administers schedules and project performance requirements; may have budget responsibilities.
* Provide regular status reports developed for executive management, campus partners and/or project team.

Team Management

* Manages people for upgrade and major new feature/module projects involving department or cross-functional teams focused on the delivery of a computer-based system through the design process, and into a finished state.
* Provides direction to entry-level and experienced project managers.
* Acts as advisor to project team members in order to facilitate adherence to project schedules and to resolve technical problems.
* Often must lead cooperative efforts among multiple project teams. Will use both standard Waterfall as well as Agile Project Management approaches.
* Develops and monitors operational processes, resource schedules, staff FTE, human resources and space planning.
* Administers campus policies that directly affect subordinate employees and their assignments. Establishes and recommends changes to policies which affect the department.
* Manages, through subordinate supervisors, the coordination of activities of a department with responsibility for results in terms of costs, methods, and employees. Assigns and monitors work of systems analysis and program staff, providing technical support and direction.

Communication & Leadership

* Interacts with peer managers across the organization. Interaction frequently requires the ability to gain cooperation of others, conducting presentations of technical information concerning specific projects and schedules.
* Prepares weekly status reports on the progress of the team.
* Represents the University of California Berkeley across multiple higher education communities such as Higher Education User Group, Customer Advisory Board, etc..

Required Qualifications

* Significant years of PeopleSoft FSCM functional implementation or upgrade experience required. Required experience includes system conversions, customizations and integration design and execution. At least a couple years of experience with version 9.2 required.
* Significant years of experience with project management practices, principles, techniques and tools.
* Experience with Agile methodology preferred.
* The ideal candidate will have managed full cycle PeopleSoft Financials implementation projects across multiple modules. Full cycle projects include ERP software selection, implementation partner selection, requirements gathering, fit gap analysis, function design, development, testing, change management and post production support. Degree in Information Systems a plus.
* Demonstrates values of excellence, innovation and integrity.

* Is able to establish priorities, goals/objectives and timelines.
* Demonstrates ability to delegate and oversee assignments to ensure successful and timely completion as well as to obtain the cooperation of others within and outside the unit.
* Works in a collaborative manner to achieve results.
* Requires strong conceptual and planning skills.
* Mastery of best practices in project management discipline required.
* Has an understanding of how programs relate to other business strategies and initiatives.
* Bachelors degree in related area and/or equivalent experience/training.
* Certified Scrum Master, preferred
