Position Specific Skills:

Candidate must have a final Secret clearance to start and must be able to obtain/maintain a Top Secret SCI Clearance. Successful candidate must have progressive experience estimating, planning and managing AFLOAT C4ISR installation, and test projects. Successful candidate will demonstrate significant experience working with SPAWAR Systems Center Pacific Headquarters and Technical codes. Experience must include projects in the United States and overseas. Candidate will demonstrate knowledge managing work performed at sites with Secret and Top Secret. Candidate must be able to access job sites and customer sites to engage workforce and customers. Candidate will demonstrate thorough understanding of the NAVSEA Standard Items, NSTM 9090.310 and have the ability to work within a highly structured process (ISO) driven atmosphere. The successful candidate will demonstrate experience developing positive customer and employee relationships. Candidate will be required to make presentations to both technical and senior level customers who provide oversight for our work. Candidate is required to have a strong working knowledge of all Microsoft Office programs.

Responsible for the profit and loss of a large complex program. Directs all phases of programs from inception through completion. Responsible for serving multiple customers requiring developing and managing plans across several subcontractors. Responsible for overseeing a program contained at one primary geographic location however covering remote locations and multiple business functions and employees directly assigned to program. Program may require new technologies. Responsible for the cost, schedule and technical performance of company programs. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands services with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees including management level assigned to the program from technical, manufacturing and administrative areas.

Job performance may require working in an industrial or shipboard environment. Normally not required to lift more than 40 pounds higher than three feet above feet/floor level.

Basic Qualifications

Bachelor's degree or equivalent plus 7 years relevant experience; OR Master's degree plus 6 years relevant experience. An additional 4 years of specific job experience with a HS diploma may be substituted for the Bachelor's degree requirement for this job. This experience is in addition to the relevant years of experience listed with the job's education requirements. Example: If this job required a Bachelor's degree + 5 years relevant experience the equivalency would equal HS diploma + 9 years job related experience.

Preferred Qualifications

PMP certification is preferred.
