Job Description

Overview

Serves as System Administrator for the Plan Administrative Cost Evaluation & Reporting System (PACER). Leads Plan user acceptance testing for all changes to the PACER Cost & Budget and Survey systems. Serves as lead system trainer and provides liaison services to Plans to resolve technical system issues. Identifies training needs in the user community and plans, develops and conducts PACER system training.

Responsibilities

Responsibilities include but are not limited to:

* Serve as PACER technical owner and System Administrator. Decides appropriate system access level for BCBSA staff to ensure data security. Provides liaison services, working with Plan and EIT staff to troubleshoot system issues experienced by Plans to ensure system availability. Recruits testers and leads Plan user acceptance testing for all PACER system changes to ensure integrity and functionality.


* Develops and conducts data mining and financial forecasting and analysis using sophisticated analytical tools to resolve questions posed by management. Designs and executes queries to extract necessary data and creates analytical data models to identify data trends and make projections about future cost incurrence. Analyzes data, develops conclusions and presents conclusions regarding Plans' administrative expense structure and trends and presents findings to management. Designs reports for use by BCBSA and Plan staff.


* Reviews data supporting payments to Plans and authorizes disbursements to ensure timely reimbursements to Plans while safeguarding Program assets.


* Proactively identifies and designs process and/or systems improvements. Participates as a subject matter expert to develop business requirements intended to implement improvements.


* Determines user training needs. Authors system user manuals and other training materials. Plans, develops and conducts training presentations via webinars and live conferences to maximize user effectiveness while using the system.



Qualifications

Required Basic Qualifications:

* 3 years of cost accounting and budgeting experience.
* 3 years related business experience in financial modeling, analysis and forecasting.
* 3 years related business experience working with financial database systems.
* Intermediate computer proficiency (PowerPoint, Excel and Word).
* 4 year-college degree.

Preferred Basic Qualifications:

* 3 years of experience with an advanced financial analysis system (Cognos, Hyperion, Tableau).
* 5 years of cost accounting and budgeting experience.
* 5 years related business experience in financial modeling, analysis and forecasting.
* Past participation on a business process improvement team as a business process expert.
* Past participation on a software development team as a business process expert and/or user acceptance tester.
* CPA or CMA.
