Departmental Overview

PATH/Connected Corridors is looking for a dynamic leader who is interested in transforming decision making through the use of big data, machine learning, and cloud computing. The Connected Corridors team is about to launch, in association with Caltrans, an Amazon cloud based Integrated Corridor Management (ICM) system in the Los Angeles region. With the launch of the system in July, the fundamental capabilities to gather, process and utilize data for traffic management will be in place. At that time the current program manager is retiring, opening the way for a new leader to grow the vision and, working with a world class 20 person team, enable the adoption of improved decision support and data management throughout the state.

The job is challenging, but the rewards are substantial! There are few places with as many opportunities as UC Berkeley and with the ongoing support of Caltrans, worthy accomplishments are possible. This is a position for an individual who is not afraid of risk, courageous enough to put forward a vision, and who understands that all things important are accomplished through teamwork and collaboration.

California Partners for Advanced Transportation Technology (PATH) was established in 1986. It is administered by the Institute of Transportation Studies (ITS), University of California, Berkeley. PATH is a multi-disciplinary program with staff, faculty and students from universities statewide. It engages in cooperative projects with private industry, state and local agencies, and non-profit institutions.

PATH's mission is to develop applied solutions to the problems of California's surface transportation systems. It performs cutting edge research, develops new technologies, writes new policies, studies the priorities of our partners and accepts and manages the risk inherent in applying new ideas to complex transportation networks. PATH develops these solutions by harnessing the knowledge of transportation researchers and partnering with experts in the fields of information technology, electrical engineering, mechanical engineering, economics, transportation policy and behavioral studies. It tests these solutions in the real world, adjusts and refines them, evaluates their costs and efficacy empirically, and reports and documents the results in technical, professional and public forums. It delivers complex working solutions by combing technology, human factors, policies, laws and educational strategies.

The largest program within PATH is the Connected Corridors Program. This program focuses on Integrated Corridor Management (ICM) and advanced Decision Support systems. This program is developing a unique ICM system for use by Caltrans in managing a 20 mile stretch of the I-210 in the LA Region, focusing on the communities of Pasadena, Arcadia, Monrovia, and Duarte. The system is designed to coordinate responses to incidents so that arterial streets can be effectively used as alternate routes during an incident. While this is a pilot program its use is planned in other Caltrans' districts across the state. It is important to note that the Connected Corridor's program's role is to develop not just technical solutions but also human and organizational approaches to real time transportation management. The program is responsible for the overall pilot including outreach, third party system modifications, funding applications, stakeholder coordination and the success of the pilot as a means to improve traffic metrics during an incident or event.

The current program manager is retiring and a successor is needed. The program manager is responsible for the overall funding, vision, direction and success of the program. The position requires frequent travel to meet with stakeholders. These trips generally require a one night stay or same day return.

Responsibilities

20% Daily Program Management - position is responsible for translating the program vision into directions for the senior team members and stakeholders.

10% Funding - The program is self-funded and thus identifying, securing and maintaining funding is the responsibility of the candidate. Currently the majority of the funding is provided by Caltrans and maintaining this successful, productive relationship is essential to the program.

10% Strategic Vision and Leadership - This program is focused on changing the way traffic is managed in California. Its current focus in on improved data management and surrounding decision support processes. The position requires vision, leadership, risk taking, the ability to communicate this vision to sponsors, and the ability to provide the day to day motivation needed to ensure our sponsors and stakeholders fund and participate in the vision.

10% Organizational and Human Management - The position is responsible for the overall organizational structure and health of the Connected Corridors program. Please see the attached organization chart.

10% Client Management - Caltrans is our principle funder and the position is responsible for maintaining the relationship with Caltrans Headquarters and Districts 7 and 12.

10% Industry Relationship Management - The program's success relies on good relationships with vendors and consultants.

10% Back Office Management - The program's success relies on good relationships with vendors and consultants.

10% Research Management - It is vital to incorporate and enable the University's research capabilities as part of the program.

10% I-210 Pilot Implementation - Bringing all of the above responsibilities together to ensure the successful delivery of the I-210 pilot and the fan out of the technology to other districts.

Required Qualifications

* Broad knowledge of Program Management.
* Broad knowledge of the Engineering function.
* Risk management skills.
* The ability to make difficult decisions with limited information and organizational support.
* Strong planning and management skills to establish unit goals and objectives.
* Strong skills and knowledge associated with managing research engineering projects of significance.
* Strong project management skills associated with the planning, development, and delivery of engineering research projects for unit.
* Highly effective communication and presentation skills to convey complex information in a clear and concise manner to diverse groups.
* Demonstrated advanced interpersonal skills to effectively interact with senior management, peer level managers and outside contacts on matters of significance.
* Ability to work in a highly collaborative manner with both external and internal contacts.
* Ability to identify challenges and barriers and provide resolution.
* Ability to prioritize and oversee research initiatives for unit in order to achieve goals and objectives.
* Strong technical background in systems and software.
* Familiarity with Caltrans, the USDOT and the transportation industry in California.
* The ability to travel as needed by the program.
* Bachelors degree in related area.

Preferred Qualifications

* Broad knowledge of Campus Human Resources and fiscal/budgetary policies and procedures.
* Knowledge of Campus-wide goals and objectives relating to subject area.
* Some graduate level course work preferred.
