Job Description

Network Specialist VI:This position performs highly advanced technical and/or managerial (Senior-level) Directory Services work within Health and Human Services (HHS) IT System Services organization. Position is responsible for the infrastructure and architecture for HHS Directory Services environment. Work involves managing a team to administer activities, methods, procedures, and tools that pertain to the operation, administration, maintenance, and provisioning of HHS Active Directory (AD) and other directory services. Responsibilities may include architectural design/documentation, installation, monitoring, maintenance, and procedures of directory services as well as recommending and evaluating potential enhancements, analyzing user requirements and developing solutions that will improve existing solutions. Directs the design, development, and validation of changes to AD structure, schema, and policies. It is also responsible for AD-integrated services like DNS and DHCP as well as Internet Protocol Address Management (IPAM). Position will lead the architecture of the HHS AD environment and ensuring the future expansion of the environment is consistent with enterprise standards and technologies specified in the technology roadmap. Directs staff and coordinates communications with stakeholders to configure and install equipment, directory service related software, and required applications as needed to meet user requirements. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned Essential Job Functions:

Responsibilities include architectural designing of new and existing environments, develop or assist with development of root cause analysis (RCA) for department outages, technical lead for major agency outages, evaluate and recommend new technology and/or technology to support the enterprise roadmap objectives, standardize process and procedures, develop migration strategies, participate in planning, policy development, and budget discussions, ensure the architecture plan supports the IT security policies and direction, work with business partners and management to automate processing or to improve existing systems. Certificate Services implementation and management for the HHS environment. Establish new technology and processes for automation and minimize security risks using scripting or other applications. (25%)

Directory Services administration include user account management provisioning and management of standard user accounts as well as service accounts, computer and server object management, security Group management, supports and troubleshoots issues related to Active Directory Integrated Directory replication, LDAP services, Schema and security best practices. (20%)

Documentation responsibilities include producing and updating documentation, such as Standard Operating Systems (SOP) documentation and Visio diagrams for new and existing systems.

Directory Services Administration. Group policy management - plans, configures, and implements group policies to assist with workstation and user configurations. (15%)

Customer Service and Support including monitors and manages assigned support queues and responds to work requests within established SLA timeframes for Tier III support; collaborate with other departments, program areas and vendors to deliver optimum customer service; create and generate reports for contractors and other privileged accounts to ensure inactive accounts are removed from the network; assist with audit responses sometimes dealing with complex and sensitive issues for internal and external audiences in a timely manner; conduct presentations and briefings as needed. (15)

Hires and manages staff and recommends appropriate personnel actions. Provides direct reports with work assignments, clear direction on responsibilities and performance expectations. Conducts performance evaluations. Oversees the development and advancement of staff through training and development plans. Disseminates information and management decisions to staff regarding departmental activities. Provides staff with tools and information needed to carry out their responsibilities successfully. Reviews and approves leave and carries out other expected human resources activities. Provides direction to subordinate managers regarding activities and operations of their functional areas and oversees the improvement of the program operations. (20%)

Ability to conduct and lead intra and interagency automation meetings, technical forums, and other IT workgroup discussions

Ability to learn, quickly comprehend and implement new concept

Ability to communicate effectively

Ability to assign or supervise the work of others Registration or Licensure Requirements:

Preferred MCSA or MCSE

Additional consideration will be given for professional certifications

Initial Selection Criteria:

Graduation from an accredited college, university or technical school with major coursework in computer science, computer information systems, management information systems, or a related field. Appropriate experience may be substituted for the required education on a year for year basis.

Strong background as a domain administrator for a Microsoft Active Directory Services environment.

Five or more years Active Directory (Windows 2008 R2 or above) distributed Active Directory environment support. Exposure and familiarity with Microsoft Active Directory in a virtualized (VMware preferable) environment. Additional Information:

Salary Note: The posted salary range reflects the minimum and maximum allowable by state law. Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual. Responsibilities include after-hours support and on call support for troubleshooting production issues and/or supporting production deployments.
