UW Medicine's Information Technology Services (ITS) department is a shared services organization that supports all of UW Medicine. UW Medicine is comprised of Harborview Medical Center (HMC), Northwest Hospital & Medical Center (NWH), Valley Medical Center (VMC), UW Medical Center (UWMC), UW Neighborhood Clinics (UWNC), UW Physicians (UWP), UW School of Medicine (SOM) and Airlift Northwest (ALNW). In addition, UW Medicine shares in the ownership and governance of Children's University Medical Group and Seattle Cancer Care Alliance (a partnership between UW Medicine, Fred Hutchinson Cancer Research and Seattle Children's). ITS is responsible for the ongoing support and maintenance of the infrastructure and applications which support all of these institutions, along with the implementation of new services and applications that are used to support and further the UW Medicine mission.

The Director, Enterprise Architect (Infrastructure Services) ("Architect") will oversee UW Medicine's Information Technology (IT) Enterprise Architecture (EA), and proactively plans and collaborates with other technology and business leaders to ensure the EA and strategic roadmaps are in line with UW Medicine service lines. This role is also responsible for defining the EA policy, procedure, and architecture review processes while effectively integrating those processes with related business and IT planning and governance processes. The Architect manages and develops a team that encompass the BC/DR Program, technology infrastructure services, data centers, and overall enterprise IT architecture with a focus on process improvement and flow of business value.

In overseeing the entire technical infrastructure, the Architect will ensure acceptable quality and responsive services through management and delivery of IT infrastructure solutions, preventative maintenance, assessment, and proactive monitoring. The Architect will ensure adherence to best practices and proven methodologies to promote continuous information operations and the integration of new value-added technical services and/or solutions. The Architect is responsible for mission critical infrastructure services requiring stability, reliability, and performance optimization. The successful candidate will provide leadership for teams and as the primary EA architect and senior technologist.

The Architect will need to elicit cooperation from a wide variety of sources as well as work directly with executive stakeholders across the UW Medicine enterprise as well as with other partners and outside institutions. The Architect will need to be a subject matter expert in most of the following areas:

Technical infrastructure architecture

Application development, middleware

Database management, information architecture

Enterprise architecture frameworks and processes

Knowledge of business re-engineering principles and processes

Financial modeling and budgeting

The Architect will support organizational changes in regard to capability development, communicate technical decisions to non-technical audiences and build consensus around them, articulate the value of foundational technology approaches to business executives, build strong stakeholder relationships and foster interaction at different levels, and estimate the financial impact of EA alternatives.

Responsibilties include:

Enterprise Architecture and Strategy (50%)

Enterprise Architect is to develop strategies for UW Medicine IT Architect and provide oversight of structural implementation.

Lead the creation or evolution of the enterprise architecture function/program.

Understand, advocate, and support the enterprise's business and IT strategies.

Promote business benefits and impact of the EA practice.

Lead and facilitate the creation of governing principles to guide EA decision making.

Lead the development and execution of a communication and education plan for the enterprise architecture.

Establish priorities to plan and effectively implement ongoing improvements, to include ensuring the integrity of the mission critical UW Medicine data infrastructure.

Direct the definition and use of standards and specifications, for all UW Medicine data center and IT infrastructure.

Oversee the maintenance and support of data center operations, server, infrastructure hardware, software, and applications.

Monitor, assess, and report on server and resource utilization.

Ensure up-to-date system documentation to include inventory and disaster recovery.

Ensure integrity and availability of data through continuous assessment of data backup operations.

Work with ITS and campus leadership to define strategic directions for data centers/cloud services and related infrastructure for UW Medicine.

Ensure that the data center procedures meet all applicable federal, state, and hospital regulatory laws and codes.

Participate in the design, development, and maintenance of business resumption plans for ITS Data Centers and Operations.

Strategic planning of critical infrastructure resources, identifying and coordinating sites for data center space, development and test labs, etc.

Design and direct the implementation of strategic organizational and operational changes including cross-functional collaboration for incident response management and escalation, plus systems triage coordination, integration/support to the Service Desk, etc.

Identify business trends, identify relevant technologies, and implement them.

Identify risks, establish potential contingencies, and develop appropriate business resumption plans.

Participate on various groups and committees to review system architecture and implementation of technological enhancements as related to the IT Infrastructure for UW Medicine.

Help coordinate oversight and management of large-scale shared infrastructure resources among TSO teams.

Develop and manage backup strategies, off-site backup storage, storage and disposal of media.

Develop, maintain and promote standardized enterprise IT solutions to meet complex technical requirements.

Provide high-level advice and support in response to serious IT incidents and service outages. Act as an expert resource for systems administrators and analysts working on difficult technical issues.

Design and document large-scale, complex enterprise IT systems and solutions.

Create technical solutions that adequately anticipate and plan for rapid and large-scale growth in equipment and costs.

Develop models for understanding and assessing unit and systems costs, as spread over a complex and multi-tiered set of technology layers and components.

Ensures alignment of business recovery requirements with IT recovery capabilities; identifies gaps and facilitates corrective action to ensure recovery capability is in place to meet the needs of the enterprise.

Oversees the creation of IT Disaster Recovery Plans and IT Business Continuity Plans.

Participate in requirements gathering and implementation of new IT applications specific to business continuity initiatives

Oversees the annual validation and updating of Business Impact Analysis and Business Continuity and Disaster Recovery risk assessments across ITS on an ongoing basis.

Leadership, Operations, and Communications (40%)

Lead managers in developing technology road-maps, including effectively evaluating buy/build/lease decisions for on premise IT infrastructure and cloud hosted solutions.

Provide guideline and direction to technology staff, engaged in activities analyzing, installing, configuring, maintaining and troubleshooting data center infrastructure systems, and software, in support of UW Medicine-wide systems, ITS, and operational programs.

Manage managers and team leaders in the planning and design of high availability 24x7 data centers, and the development of procedures to ensure optimal data center practices.

Approve, coordinate, and execute upon adjustments and changes that increase performance and availability.

Provide ongoing review of capacity requirements in order to align with budget planning.

Conduct regular status reviews with IT management and vendors to ensure successful implementation and timely resolution of service issues.

Manage all related vendor support contracts for hardware, software, connectivity, etc.

When necessary, work in concert with software and hardware vendors for problem resolution.

Provide advance notification of all planned system and set realistic expectations on availability.

Coordinate and communicate closely with management and ITS Help Desk during all planned/unplanned outages.

Negotiate and monitor contracts and vendors in relationship to services, software, and hardware relevant to the data center and/or cloud services.

Manage procurement for support of the data system inventory, and ensure effective vendor management.

Provide budget estimates and forecasts for operational use and for use by management.

Develop or acquire tools and processes for gathering and compiling growth data. Regularly review and evaluate data to provide growth analysis and planning, set realistic service expectations, and improve performance measuring and reporting.

Participate in and provide advice for annual budget development process, and major equipment purchase planning.

Help maintain and advance a robust standards lifecycle for key enterprise technologies.

Oversee the develop and document system outage procedures for disaster recovery and business continuity purposes (DR/BC)

Oversees the development and implementation of Standard Operating Procedures (SOPs) for all business continuity and disaster recovery functions.

Maintain current knowledge of business continuity and disaster recovery issues and trends through education, seminars, and research.

Facilitates process improvement across the organization for key areas such as change management for Disaster Recovery and Business Continuity procedures.

Lead, organize and positively influence a team of information professionals, which may include Assistant Directors, Managers, Technical Clinical Computing Professionals and others, to meet the needs of the customer community.

Instill UW Medicine and ITS vision and guiding principles to all staff. Promote an environment that is attractive to the IT employee and that facilitates the recruitment and retention of professional, technical, and support staff. This includes, but is not limited to, staff development, recognition, motivation, and communications.

Make hiring decisions and recommendations for separations, reclassification recommendations, salary adjustment recommendations, handle complaints and grievances as well as generally planning, assigning and approving the work of these positions. Conduct performance evaluations and measuring on a regular basis, and other standard practices, consistent with all ITS teams. Recommend reclassifications and salary adjustments. Recruit, hire, train, coach, motivate and manage performance of permanent, temporary, and contract staff. Mentor Assistant Directors, Managers, and other staff and provide functional and technical expertise.

Establish and enforce technical and functional standards, and ensure compliance with security and confidentiality requirements.

Projects (10%)

Provides technical expertise and guidance, BC/DR expertise, project management, and serve as an escalation resource for all technical needs.

Consult and provide advice to end users, project managers, technical staff, managers and others on large computing infrastructure projects.

Manage or lead complex technical infrastructure projects and systems implementations, which may involve multiple groups and their respective infrastructure.

Generate detailed work estimates and plans as required for developing new systems, planning large technical projects, and replacing or adding to existing equipment within the data centers.

Provide program and project leadership between clinical and business operations, information technology (IT) and other areas specific to business continuity and disaster recovery initiatives.

Gather technology cost data, analyze data based on cost models, and identify approximate costs for proposed projects and purchases.

What you'll bring to the table: (minimum requirements)

Bachelor's degree in Computer Science, Information Technology, or related field.

10+ years of demonstrated work experience which should include:

10+ years of experience with infrastructure technologies, enterprise architecture designs.

Demonstrated experience leading, coaching, mentoring, and managing a high performing team of IT professionals with a proven ability to influence in a matrixed environment.

Ability to facilitate problem-solving among groups with varying needs and priorities, and to communicate well with users, technical staff, and management.

Demonstrated ability to navigate highly complex regulatory environment.

Demonstrated experience with various types of forecasting and managing information technology budgets.

Proven ability to make administrative/procedural decisions and provide guidance and leadership to professional personnel.

Ability to work with a range of technical staff to develop joint solutions.

Prior CTO experience is a plus.

ITIL certification is preferred.

What are some of the other tidbits that you might want to know?

The individual in this position is expected to work normal daytime hours. However, significant off-hours and weekends may be needed to resolve problems and during implementation and maintenance activities. This individual is also expected to be available for call on a 24x7 basis as needed.

Because of the physically separated sites for UW Medicine, this position requires the ability to travel frequently between sites. Travel to/from includes, but is not limited to, UW Medical Center, Harborview Medical Center, downtown Seattle, and other facilities which are affiliated with UW Medicine
