DEFINITION:

Supervises the work of a unit engaged in the installation, configuration, testing, maintenance, and repair of digital telephone communications systems and equipment.

CLASSIFICATION STANDARDS:

Positions allocable to this class report to a communications systems section manager, and are characterized by their responsibility to provide administrative and technical supervision to an established digital telephone communications systems unit of eight to thirty workers, a majority of whom are journey-level.

These positions require incumbents to exercise knowledge of the protocols, procedures, techniques, and equipment used to install, configure, test, maintain, and repair telephone and Internet based digital communications systems, private branch exchange (PBX) and key switching systems, and related equipment. Incumbents must exercise knowledge of the principles of supervision.

Essential Job Functions

Plans, assigns, supervises and inspects the work of technicians and support personnel engaged in the installation, configuration, testing, maintenance and repair of digital communications systems and equipment.

Lays out jobs, and makes labor and material cost estimates.

Coordinates the work of subordinates with other operating units.

Confers and consults with vendors and other County department representatives regarding operational problems, repair, maintenance, and installation of digital communications systems and equipment.

Plans and schedules inspection and preventive maintenance programs.

Provides instruction in work techniques, equipment operation, and technological developments.

Ensures compliance with safety regulations, and that safe work practices are observed.

Requisitions and orders parts and supplies as needed to maintain shop production.

Keeps shop and work records, and makes reports as required.

Prepares, or assists in the preparation of, the budget request for the section.

Drives automotive equipment to and from work sites.

Requirements

SELECTION REQUIREMENTS:

Three years' experience as a Digital Communications Systems Technician* installing, configuring, testing, maintaining, and repairing of digital telephone private branch exchange (PBX) and key switching systems -OR- One year as a Senior Digital Communications Systems Technician* installing, configuring, testing, maintaining, and repairing of digital telephone private branch exchange (PBX) and key switching systems.

LICENSE:

A valid California Class C Driver License is required to perform essential job-related functions.

Successful applicants for positions that require driving must obtain an present a copy of his/her driving record from the California State Department of Motor Vehicles before final appointment. Applicants should not present a copy of their driving history until asked to do so by the hiring department. The County will make an individualized assessment of whether an applicant's driving history has a direct or adverse relationship with the specific duties of the job. License must not be currently suspended, restricted, or revoked.

PHYSICAL CLASS:

II - Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping, or squatting. Considerable walking may be involved.

SPECIAL REQUIREMENTS INFORMATION:

* To qualify, applicants must have County status in class, as evidence by holding such payroll title. No out-of-class experience will be accepted.

In order to receive credit for any license or certificate, applicants must attach a copy of the required license or certificate at the time of filing or within 15 calendar days of filing.

DESIRABLE QUALIFICATIONS:

Demonstrated experience with Cisco VoIP technology in system installation or repair.

Demonstrated experience with software applications such as Microsoft Word, Excel, and Internet Explorer.

Successful completion of the CISCO CCNA.

Successful completion of the CISCO CCNA with VOIP.

This examination consists of two (2) parts:

Part I - A Rating from Record evaluating the scope of training and experience based on application information and desirable qualifications weighted at 50%.

Part II - An Appraisal of Promotability (AP) evaluating Knowledge and Skills in the field, Problem Solving and Analytical Skills, Oral and Communication Skills, Customer Service and Interpersonal Skills, Work Habits and Productivity Skills, and Supervision weighted at 50%.

Candidates must achieve a passing score of 70% or higher on each weighted part of the examination in order to be placed on the Eligible List.

ELIGIBILITY INFORMATION:

The names of candidates receiving a passing grade in the examination will be placed on the Eligible List in the order of their score group for a period of twelve (12) months following the date of promulgation. Passing this examination and being placed on the Eligible List do not guarantee an offer of employment.

The resulting Eligible List for this examination will be used to fill vacancies throughout Los Angeles County Internal Services Department, within the Radio Systems Division.
