What You Will Do:

The Senior Technical Project Manager will lead identification issues, executing initiatives to resolve them and address the root cause gap. The leader of this program would need to demonstrate an ability to successfully five the program by defining strategic direction, producing and executing product and operating plans, developing innovative experiences, and leading a team to execute on those plans.

The ideal candidate should have experience in creating a sound business strategy and the ability to turn that into an executable plan, building relationships with internal and external teams, developing a team of leaders, and the ability to deliver results. The person must be flexible but action-oriented, and they must be capable of dealing with ambiguity, have strong analytical skills, and be comfortable in a fast-paced and dynamic environment. The candidate should be a leader that can move quickly, who obsesses over clients and loves working with and using technology to guide decisions and prioritization. The leader must also be willing to take risks to drive the right seller behaviors without the fear of failing.

* Lead a team of professionals to maintain and enhance a mission system supporting a Federal Agency.
* Support organizations to respond to defects and provide assistance to stakeholders and users.
* Managed the development of fixes to defects and introduce into production according to the SDLC, ensuring no impact to system availability or function.
* Manage a release cycle ensuring the successful introduction of changes/enhancements into the production environment that does not introduce new defects.
* Focus on detailed analytics and recommend continued strategies to reduce defects, improve labor utilization, reduce cost etc.
* Incrementally improve performance metrics.
* Lead architectural strategy discussions to consolidate systems and functionality into the application suite.
* Work with other organizations and agencies to extend services through the SOA framework.
* Periodically review code to ensure conformance to coding standards.
* Best practices, lead team across multiple disciplines, history of a developer, background in application J2EE applications (SOA), Oracle database,
* Strong leadership skills

What You Need:

* Year of Experience: 10 Years general IT experience; 3 years managing development efforts with experience programming in JAVA.
* Bachelor's degree in Computer Science or similar technical field.
* Certifications: PMP; Scrum Master.

Additional Qualifications:

* Demonstrated success managing development efforts using Agile Scrum.
* System Architect including SOA/ Web Services.
* Experience as a JAVA development
* Excellent written and verbal communication skills with the ability to present complex information in a clear and concise manner to a variety of audiences.
