SPECIAL SALARY INFORMATION:

Traffic Mitigation Allowance: The County of Los Angeles provides employees who work in the Civic Center a $70/month transportation allowance that may be used towards alternate modes of mitigation and/or parking. In addition, the mitigation Commuter Center provides schedules for bus and rail transportation as well as information on joining carpools or vanpools.

SALARY PLACEMENT:

Typically, Non-County candidates hired from the eligible list of this examination administration will start on step one of the salary range. Based on the current salary schedule at the time of this posting, the starting salary for the Departmental Information Security Officer I position is $8,574.64 monthly.

POSITION DESCRIPTION:

Under general direction, manages the development, delivery, and administration of information technology (IT) security standards, best practices, architecture, and systems for a County department having highly complex and extensive IT security requirements necessary to ensure the protection and confidentiality of information assets spanning the departmental enterprise.

CLASSIFICATION STANDARDS:

Incumbents must possess strong technical knowledge of information systems, County IT security and privacy practices and technologies, the use of established IT security applications, controls and methods, and a working knowledge of public policy issues and concerns related to IT security and privacy and relevant IT security and privacy laws. Incumbents must also possess excellent communication skills and the ability to develop and maintain effective interpersonal relationships with County and departmental managers, internal and external technical staff, and representatives of outside governmental agencies.

Essential Job Functions

DUTIES MAY INCLUDE BUT ARE NOT LIMITED TO:

Develops and implements departmental IT security policies, standards, and procedures by analyzing information security models, conducting vulnerability assessments, and recommending the inclusion of security safeguards to ensure the integrity and security of the Department's IT infrastructure.

Oversees the Department's network security (e.g., firewalls, authentication servers, proxy servers, etc.) and control techniques by monitoring and reviewing intrusion detection systems, firewall logs, access control lists, investigating breaches in security, performing periodic security checks, and coordinating mitigation responses in order to ensure the integrity and security of the Department's IT infrastructure.

Leads the Departmental Computer Emergency Response Team by directing the investigation of security breaches, development of appropriate security incident notification procedures, and the creation of a disaster recovery plan that includes contingency sites and operations in order to protect the Department and County from internal and external IT threats and vulnerabilities.

Audits Departmental IT systems by performing inspections, identifying potential IT system compromises, and recommending remedial measures to ensure the Department is in compliance with all applicable County policies, state and federal laws, rules and regulations.

Conducts software review related to IT system security (e.g., virus scanning and repair, firewalls, intrusion detection, etc.) by researching and testing the software to determine if it conforms with County IT security policies and guidelines, in order to recommend appropriate software.

Trains users on social engineering, IT security and privacy awareness by developing and conducting training programs (e.g., online and in-person classes) for staff and disseminating information via email (e.g., newsletters, bulletins, security alerts, etc.) to promote security awareness and ensure system security.

Stays current with knowledge of IT security and the applicable federal and state privacy laws by attending and/or presenting at seminars/professional conferences and study programs, representing the Department in Countywide IT security advisory/steering committees, and reviewing information obtained from departmental memoranda, staff meetings, journals, professional publications, the Internet, magazines, newspapers, etc.

Collaborates with the Department's application development team by providing secure coding standards and policies, identifying gaps in existing code and developing remediation strategies, and sharing secure coding best practices, news, and training opportunities to ensure development of secure application systems.

Represents the Department on the Information Security Council by assisting in the development, review, and recommendation of Countywide IT security policies, technical and operational standards, procedures, and guidelines, identifying and recommending industry best practices for Countywide IT security, coordinating communication and collaboration among County departments on Countywide and County Department IT security issues, and coordinating County IT security education and awareness.

Requirements

MINIMUM REQUIREMENTS:

OPTION I: Graduation from an accredited* college or university with a bachelor's degree in Computer Science or a related discipline AND two (2) years of recent*, highly responsible experience in the security of multiple platforms, operating systems, software, and network protocols.

OPTION II: Three (3) years of progressively responsible experience* in implementing information systems or managing or assisting in the management of an information technology organization, one (1) year of which must have been administering an IT-related security and/or privacy program on a full time basis.

SPECIAL REQUIREMENT INFORMATION:

* Accredited institutions are those listed in the publications of regional, national or international accrediting agencies which are accepted by the Department of Human Resources. Publications such as American Universities and Colleges and International Handbook of Universities are acceptable references. Also acceptable, if appropriate, are degrees that have been evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services or the Association of International Credential Evaluators, Inc. (AICE).

The report must confirm the U.S. degree equivalency.

* Recent experience is defined as experience within the last five (5) years.

Highly responsible experience is defined as experience at the level of a lead technical consultant performing complex assignments related to the development, implementation, and monitoring of information technology security systems. This experience in the County of Los Angeles is gained at the level of Information Technology Security Analyst.

* Progressively responsible experience is defined as a significant increase in the complexity and scope of responsibility in IT and systems functions over time.

LICENSE REQUIRED:

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:

2 - Light - Positions within this class require light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable walking may be involved.

EXAMINATION CONTENT:

This examination will consist of THREE (3) parts:

PART I: A multiple choice test weighted at 30% covering: Deductive Reasoning Ability, Professional Potential, Achievement, Influence, Independence, Confidence and Optimism, and Reliability.

PART II: A multiple choice test weighted at 50% assessing three Professional/Technical Knowledge areas:

* Cloud Computing Concepts assessing: Administration, Architecture, Design, Migration, Protocols, Security, Services, and Troubleshooting.
* Systems Analysis assessing : Fundamental Systems Analysis Skills, Implementation and Support, Systems Analysis Tasks, Systems Design Tasks, Technical Methods for Specifying Requirements.
* Information Technology Security Fundamentals: Application Security, Architecture Security, Common Security Services, Data Security, Infrastructure Security, Network Security, Operating System Security, Threats and Countermeasures.

Only those candidates that achieve a passing score of 70% or higher in Part I will have Part II scored.

Only those candidates who achieve a passing score of 70% or higher on each Professional/Technical Knowledge area in Part II will be have Part III scored.

PART III: An evaluation of training and experience, as depicted in your application, weighted at 20% covering: Professional/Technical Knowledge of Security and Risk Management, Asset Security, Security Engineering, and Security Operations.

STANDARDIZED MULTIPLE CHOICE TESTS ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.

Applicants must meet the Minimum Requirements and achieve a passing score of 70% or higher on all parts of the examination in order to be placed on the Eligible List.

TRANSFER OF SCORES:

Applicants that have taken identical test part(s) for other exams within the last twelve (12) months will have their test responses for the identical test part(s) automatically transferred to this examination.

This examination contains test parts that may be used in the future for new examinations. Upon acceptance of your application, your scores will be transferred to the new examination and may not be allowed to re-take any identical written test parts for at least twelve (12) months.

ELIGIBILITY INFORMATION:

The names of candidates receiving a passing score on the examination will be placed on the eligible list and will appear in the order of their score group for a period of twelve (12) months following the date of promulgation.
