Job Description

Overview

The Database Administrator II provides support to Indian Health Services (IHS) and for the Resource and Patient Management System (RPMS). This position is responsible for the design, build and operation of commercial off the shelf (COTS) applications in the Health IT Domain. The Database Administrator II solves complex problems and challenges to improve the reliability and performance of the database environment.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Administers, maintains, develops, and implements policies and procedures for ensuring the security and integrity of the customer's databases.

Implements data models and database designs, data access and table maintenance codes.

Resolves database performance issues, database capacity issues, replication, and other distributed data issues.

Develops and administers large-scale Database Management Systems (DBMS).

Participates in the design and development of DBMS at the highest level, and defines the core system and subsystems.

Directs the entire software development process, from the establishment and definition of requirements to implementation, acceptance, and maintenance.

Provides technical and administrative direction for personnel performing software development tasks, including the review of work products for correctness, adherence to the design concept and to user standards, and for progress in accordance with schedules.

Prepares milestone status reports and presentations on the system concept to colleagues, subordinates and end user representatives.

Provides supervision and technical direction to staff to ensure program deadlines are met. Provides technical guidance to systems and applications programmers.

Directs and participates in the conceptual system design and specification.

Reviews computer database information software support systems and data requirements, as well as communication and response needs, and recommends operating systems and languages to support them.

Develops test plans and test data for operating systems and support software.

Assists with the design and documentation of data requirements, system test and implementation plans, and system demonstrations.

May supervise Junior Database Administrators.

Plans and budgets staff and data base resources. When necessary, reallocates resources to maximize benefits.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

EDUCATION / EXPERIENCE

Bachelor's degree and a minimum of four (4) years' relevant experience, or equivalent combination of education / experience. Experience in installation, configuration and maintenance of Oracle and Microsoft SQL Server database systems on Microsoft Windows and Linux operating systems.

CERTIFICATES, LICENSES, REGISTRATION

Possess or has the ability to obtain a Public Trust Clearance

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Knowledge of database concepts, object and data modeling techniques and design principles with an understanding of different data structures and their benefits / limitations under particular use cases

Knowledge of computer hardware, systems software, and computer systems architecture and integration

Knowledge in the installation, configuration and maintenance of Oracle and Microsoft SQL Server database systems on Microsoft Windows and Linux operating systems

Ability to work independently or as part of a cross-functional team

Excellent communication and documentation skills

Excellent critical thinking and problem-solving skills

Detail-oriented with ability to prioritize tasks

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
