Job Description

The Data Base Administrator IV is selected by and reports to the Manager of the Data Management team within the Center for Analytics and Decision Support (CADS). Performs highly complex data analysis and database administration work on the Texas Integrated Eligibility Redesign System (TIERS) system. Work involves the transformation of research and reporting requirements into data system designs to provide for effective and efficient data storage, retrieval, customization, and archiving to meet the data needs of CADS and other areas of the Health and Human Services (HHSC). Analyzes the business needs related to the TIERS system and performs the data extractions. Designs and implements processes to transform On-line Transaction Processing (OLTP) data for use in On-line Analytical Processing (OLAP) data systems for addressing those identified needs. Trains CADS data management staff and other HHS staff in the structure of the TIERS data system and data retrieval from the TIERS system. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

EJF. 1 (50%) Consults and coordinates with CADS and other HHSC staff to identify business needs related to data in the TIERS system, and develop and implement processes to transform OLTP data from the TIERS system for use in OLAP data systems to address those needs.

EJF. 2 (10%) Performs routine and ad hoc report design, development and production.

EJF. 3 (15%) Designs, develops, analyzes and maintains data systems related to Texas Medicaid, CHIP and related programs' eligibility and the acquisition, extraction, transformation and loading (ETL) of data from TIERS into those systems.

EJF. 4 (20%) Consults with and provides training to CADS and other HHSC staff about the TIERS system including data structure and the design and implementation of data querying tools specific to the needs of CADS and other HHSC staff.

EJF. 5 (5%) Travel will be required. Knowledge Skills Abilities:

Knowledge of the principals, practices and techniques of database design and development, database structures and theories and current database technologies.

Knowledge of data analysis techniques.

Knowledge of the various Texas Health and Human Services (HHS) programs.

Knowledge of the data systems used to store and track program eligibility related to the various Texas HHS programs.

Skills in administering Oracle and MS SQL databases.

Skills in extracting data from OLTP systems for use in OLAP systems.

Skills in performing ETL.

Ability to clearly communicate complex concepts, both verbally and in writing, to audiences with a wide range of backgrounds, experiences and expertise.

Ability to devise solutions to problems.

Ability to train staff in the use of database client tools.

Ability to work independently and to meet deadlines.

Ability to manage and coordinate multiple activities in different projects.

Ability to design and develop database systems based on customer requirements.

Registration or Licensure Requirements:

None Initial Selection Criteria:

Experience in computer systems, data analysis, or database development and maintenance work. Graduation from an accredited four-year college or university with major coursework in computer science, management information systems, or a related field is generally preferred. Education and experience may be substituted for one another. Experience working with the TIERS data system preferred. Knowledge of Texas Health and Human Services programs and eligibility rules preferred. Additional Information:
